BERMAIN-MAIN DENGAN ATURAN KELUAR BATAS NEGARA (MENGANALISIS PRAKTIK DAN RESPONS WARGA PERBATASAN TERHADAP UPAYA PENDISPLINAN DI DESA AJI KUNING KECAMATAN SEBATIK TENGAH KABUPATEN BULUNGAN KALIMANTAN UTARA)

Warga Aji Kuning memiliki ketergantungan yang tinggi kepada negara Malaysia, khususnya terkait lapangan pekerjaan dan pemenuhan barang kebutuhan pokok. Di tengah kondisi tersebut, Pemerintah justru melakukan upaya pendisplinan terhadap warga yang ingin keluar masuk batas negara. Mengelaborasikan teori biopolitik dari Michael Foucault dan teori resistensi dari James Scott, tesis ini menganalisa upaya pendisplinan tubuh (biopolitik) warga di wilayah perbatasan dan respon yang muncul terhadap kondisi tersebut. Penelitian ini menerapkan penelitian kualitatif jenis etnografi dengan unit analisis warga di Desa Aji Kuning. Hasil penelitian menunjukkan bahwa upaya pendisplinan tubuh (biopolitik) dijalankan dengan menggunakan dua praktik sekaligus. Pertama, pendisplinan melalui internalisasi pemahaman kepada subjek untuk lebih meningkatkan nasionalisme (cinta tanah air). Kedua, pendisplinan yang dilakukan institusi serta aparatus sipil dibawah kendali negara, dan disertai beberapa regulasi. Respon yang muncul terhadap upaya pendisplinan adalah warga melakukan perlawanan dengan bermain-main pada aturan keluar batas negara. Bentuk perlawanan terbagi menjadi dua, yakni (1) perlawanan tersembunyi (hidden transcript) dilakukan dengan melewati jalan tikus (ilegal), menyiasati aturan yang berlaku, serta memilki dua status kewarganegaraan. (2) Perlawanan terbuka (public transcript) dilakukan dengan umpatan kekesalan dan protes terhadap aturan keluar batas negara yang dinilai terlalu ketat. Temuan menarik dari penelitian ini adalah untuk memuluskan perlawanan keluar batas negara, warga bernegoisasi dan membangun relasi kepada pihak-pihak yang justru memiliki kuasa dalam menjalankan dan membuat aturan keluar batas negara. Peneliti merekomendasikan kepada Pemerintah untuk memberlakukan kembali penggunaan kartu lintas batas bagi warga lokal. Hal ini diperlukan untuk mengurangi pelanggaran aturan batas negara secara ilegal karena ketidakmampuan warga dalam memenuhi persyaratan administasi yang mahal.

The people of Aji Kuning have a high dependence on the Malaysian state, especially regarding employment and the fulfillment of basic needs. In the midst of these conditions, the Government actually made efforts to discipline citizens who wanted to enter and exit the country's borders. Elaborating biopolitical theory from Michael Foucault and resistance theory from James Scott, this thesis analyzes efforts to discipline the body (biopolitics) of residents in the border areas and the responses that arise to these conditions. This research applies qualitative ethnographic research with the unit of analysis of residents in the Aji Kuning Village. The results showed that the body discipline (biopolitics) efforts were carried out using two practices at once. First, discipline through internalization of understanding of the subject to further increase nationalism (the love of the homeland). Second, the discipline carried out by institutions and civil apparatus is under state control, and is accompanied by several regulations. The response that appears to the disciplinary efforts is that citizens fight by playing with the rules outside the country's borders. The form of resistance is divided into two, namely (1) hidden resistance (hidden transcript) is carried out by passing through rats (illegal), circumventing the applicable rules, and having two citizenship statuses. (2) Open resistance (public transcript) shall be carried out by swearing annoyance and protest against the rules outside the country's borders which are considered too strict. An interesting finding from this research is to smooth out resistance beyond national borders, citizens negotiate and build relationships with parties who actually have the power to carry out and make rules outside the country's borders. The researcher recommends the Government to reintroduce the use of cross-border cards for local residents. This is necessary to reduce illegal violations of state borders due to the inability of citizens to meet expensive administrative requirements.
