Dinamika Konflik di Ukraina Timur: Analisis terhadap Peluang dan Tantangan Penyelesaiannya

Tesis ini bertujuan untuk mengkaji dinamika resolusi konflik di Ukraina Timur dan langkah-langkah yang diambil oleh organisasi internasional yang menjaga keamanan Eropa dan rakyatnya. Penulis melihat berbagai cara dan upaya yang diajukan oleh Dewan Keamanan PBB dan OSCE serta menganalisis dokumen resmi organisasi- organisasi tersebut. Dengan bantuan berbagai buku, jurnal, dokumen, dan sumber lain tentang topik terkait, penulis mengevaluasi keberhasilan keputusan yang diambil. Hal ini diperlukan untuk mendukung hipotesis bahwa untuk menyelesaikan konflik, pihak-pihak yang berkonflik harus diidentifikasi secara akurat. Dengan cara ini, masyarakat internasional dapat mengarahkan sanksi terhadap mereka dan mengambil tindakan khusus mengenai pihak-pihak tersebut. Selain itu, Ukraina dan penjajahnya harus terbuka untuk menyelesaikan konflik dengan bantuan organisasi internasional. Karena proses seperti itu tidak diperhatikan, upaya dan kesepakatan menjadi tidak efektif. Setelah meninjau dokumen OSCE dan Perserikatan Bangsa-Bangsa tentang konflik tersebut, penulis menemukan bahwa organisasi internasional segera merespon konflik yang muncul dan menggunakan metode yang telah dikembangkan untuk solusi mereka. Setelah memperoleh informasi dari berbagai sumber, penulis dapat mengatakan bahwa sangat sulit untuk membicarakan perubahan positif yang besar terhadap resolusi konflik karena beberapa faktor. Tentu semua bisa melihat bahwa baik organisasi internasional maupun lokal berusaha mengakhiri konflik dengan berbagai kesepakatan dan pertemuan damai. Namun, masalah terbesar adalah penolakan Rusia untuk mengakui keterlibatan langsungnya dan keengganan untuk bertanggung jawab atas tindakannya. Sanksi yang dijatuhkan sama sekali tidak menakutkan karena pengaruh yang dimiliki negara tersebut di dunia.

This thesis aims to examine the dynamics of conflict resolution in Eastern Ukraine and the measures taken by international organizations that guard the safety of Europe and its people. The author looks at various ways and efforts proposed by the UN Security Council and OSCE and analyzes the official documents of the organizations mentioned above. With the help of various books, journals, documents, and other sources on the related topic, the author evaluates the success of the decisions taken. It is necessary to support the hypothesis that to resolve the conflict, parties to the conflict must be accurately identified. This way the international community can direct sanctions against them and take specific actions concerning these parties. In addition, Ukraine and its invader must be open to resolving the conflict with the help of international organizations. Since such a process is not observed, efforts and agreements become ineffective. By reviewing documents of OSCE and the United Nations about the conflict, the author found out that international organizations respond promptly to emerging conflicts and use methods that have been developed for their solutions. After obtaining information from different sources, the author can say that it is very difficult to talk about major positive changes towards conflict resolution due to several factors. Of course, all can see that both international and local organizations are trying to end the conflict with various peace agreements and meetings. However, the biggest problem is Russia's refusal to recognize its direct involvement and its unwillingness to take responsibility for its actions. The sanctions imposed are not at all frightening because of the arena of influence that country has in the world.
