ANALISIS DAMPAK KEBIJAKAN UPAH MINIMUM TERHADAP TINGKAT UPAH RATA-RATA DAN PENYERAPAN TENAGA KERJA: MEMAHAMI KONDISI INCOMPLETE COVERAGE DI INDONESIA

Terbatasnya sumber daya fiskal berdampak pada peran upah minimum di Indonesia, yakni sebagai instrumen yang memungkinkan para pekerja untuk memiliki standar hidup layak. Namun hingga saat ini, kebijakan upah minimum masih menimbulkan berbagai polemik. Untuk itu, penulis berupaya memberikan tinjauan kritis mengenai efek upah dan efek ketenagakerjaan dari penerapan kebijakan upah minimum di Indonesia. Penelitian ini menggunakan regresi data panel dengan metode fixed effect selama tahun 2016 hingga 2020. Hasilnya menunjukkan bahwa upah minimum berpengaruh secara positif dan signifikan terhadap upah rata-rata pekerja sektor formal. Sejalan dengan hal tersebut, penulis menemukan adanya pengaruh positif dari upah minimum terhadap kemungkinan dipekerjakan secara formal. Lebih lanjut, tidak ditemukan adanya spillover effect pada sektor informal.

Limited fiscal resources have an impact on the role of the minimum wage in Indonesia as an instrument that enables workers to have a decent standard of living. However, until now, the minimum wage policy is still causing various polemics. For this reason, this study provide a critical review of the wage and employment effects of the implementation of minimum wage policy in Indonesia. This study uses panel data regression with fixed effect model for 2016-2020. The results show that the minimum wage has a positive and significant effect on the average wage of formal sector workers. The author also finds a positive effect of the minimum wage on employment in the formal sector. Furthermore, there is no spillover effect in the informal sector.
