EVALUASI CAPAIAN PROGRAM PEMBANGUNAN BERKELANJUTAN (SDGs) DI WILAYAH DAERAH ISTIMEWA YOGYAKARTA BERBASIS VISUALISASI WEBGIS STUDI KASUS KABUPATEN KULON PROGO

2021 | Tesis | MAGISTER ILMU LINGKUNGANIndonesia berkomitmen untuk mengimplementasikan SDGs secara inklusif, sistematis dan transparan. Untuk mencapai hal itu, perlu adanya evaluasi kesesuaian target SDGs dengan Rencana Aksi Nasional (RAN) dan Rencana Aksi Daerah (RAD). Penelitian ini bertujuan untuk mengidetifikasi dan mengevaluasi dampak program pembangunan di wilayah Daerah Istimewa Yogyakarta dan menyajikannya dalam platform digital sederhana (WebGIS) untuk mendukung pembangunan berkelanjutan (SDGs). Permasalahan mengenai peningkatan kebutuhan air dan penurunan kualitas air akibat pertambahan penduduk menjadi fokus penelitian untuk menjawab tujuan 6 tentang air dan sanitasi, dan tujuan 11 tentang kota dan pemukiman. Data sekunder diperoleh melalui dokumen kegiatan implementasi dan dokumen evaluasi program SDGs Daerah Istimewa Yogyakarta, kemudian dievaluasi dengan mengecek ke lapangan untuk memastikan realisasi kegiatan yang sudah terlaksana sesuai dengan RAD. Nilai capaian RAD tujuan pengembangan berkelanjutan menunjukkan presentase rumah tangga yang memiliki akses terhadap sumber air layak Provinsi DIY tahun 2019 sebesar 91.02% meningkat dari tahun-tahun sebelumnya. Untuk presentase rumah tangga yang memiliki akses terhadap sanitasi layak tahun 2019 sebesar 94,67%, lebih tinggi dari presentase tahun sebelumnya. Namun, presentase proporsi rumah tangga yang memiliki akses terhadap hunian layak dan terjangkau sebesar 67,93% menurun dibanding capaian tahun 2015-2018. Proses monitoring dan evaluasi masih perlu ditingkatkan dalam bentuk partisipasi setiap instansi sehingga didapatkan hasil ketercapaian yang selaras. Adanya platform digital diharapkan mampu mendukung pola komunikasi secara online dengan memanfaatkan akses terbuka untuk pembaharuan data secara berkala.
Indonesia is committed to implementing the SDGs in an inclusive, systematic and transparent manner. To achieve this, it is necessary to evaluate the suitability of the SDGs targets with the National Action Plan (RAN) and Regional Action Plans (RAD). This study aims to identify and evaluate the impact of development programs in the Special Region of Yogyakarta and present it in a simple digital platform (WebGIS) to support sustainable development (SDGs). The problem of increasing water demand and decreasing water quality due to population growth is the focus of research to answer goal 6 on water and sanitation, and goal 11 on cities and settlements. Secondary data was obtained through the implementation activity document and the evaluation document for the Yogyakarta Special Region SDGs program, then evaluated by checking in the field to ensure the realization of activities that have been carried out in accordance with RAD. The RAD achievement value for the sustainable development goal shows that the percentage of households that have access to proper water sources in DIY Province in 2019 is 91.02%, an increase from previous years. The percentage of households that had access to proper sanitation in 2019 was 94.67%, higher than the percentage in the previous year. However, the percentage of households that have access to decent and affordable housing is 67.93%, a decrease compared to 2015-2018. The process of monitoring and evaluation still needs to be improved in the form of participation from each agency so that results are achieved that are in harmony. The existence of a digital platform is expected to be able to support online communication patterns by utilizing open access for regular data updates.
