IDENTIFICATION OF FLOOD-PRONE AREA USING HEC-HMS AND HEC-RAS, THE CASE OF CIBERANG RIVER BASIN, LEBAK DISTRICT OF BANTEN PROVINCE

Upaya tersebut memerlukan informasi daerah rawan banjir yang dapat diidentifikasi dari hasil analisis hidrologi dan hidraulik. Secara historis, DAS Ciberang pernah mengalami banjir yang merenggut banyak nyawa manusia dan merusak beberapa rumah yang terletak di sepanjang alur sungai, khususnya di Kabupaten Lebak, Provinsi Banten, Indonesia. Penelitian ini bertujuan untuk mengidentifikasi daerah rawan banjir berdasarkan hasil simulasi respon daerah tangkapan air akibat curah hujan ekstrim dengan beberapa periode ulang menggunakan software model hidrologi dan hidrolik. Hidrograf banjir dari sub-DAS hulu dan empat sub-cekungan hilir dihitung menggunakan perangkat lunak model curah hujan-limpasan HEC-HMS. Selanjutnya, hidrograf banjir dari semua sub-DAS digunakan untuk mensimulasikan rute saluran hidraulik aliran tidak tetap 1-D di sungai menggunakan perangkat lunak HEC-RAS. Debit puncak titik kontrol hilir yang tercatat di stasiun pengukur ketinggian air Ciberang-Sabagi digunakan untuk memperkirakan parameter DAS serta parameter hidrolik. Rute saluran dimulai dari rencana lokasi bendungan Sabo sebagai batas hulu hingga titik kontrol hilir. Debit puncak yang disimulasikan di stasiun pengukur ketinggian air Ciberang-Sabagi sebagai titik kontrol hilir masing-masing adalah 211,16 m3/s, 291,03 m3/s, 343,06 m3/s untuk kasus banjir 2, 5, dan 10 tahun. Tahap akhir dari penelitian ini adalah mengembangkan peta bahaya banjir yang menunjukkan informasi sebaran spasial wilayah dan kedalaman genangan banjir untuk setiap periode ulang banjir.
It is common practice that flood hydrograph simulations help to provide for better flood prediction, planning, mitigation, and flood damage reduction. These efforts require information on flood-prone areas that can be identified from the hydrological and hydraulic analysis results. Historically, the Ciberang river basin is used to experience flood which took much of our human life and damaged some houses located along the river channels, especially in the Lebak District, Banten Province, Indonesia. This study aims to identify flood-prone areas based on the simulation results of the response of the catchment area due to extreme rainfall with several return periods using hydrological and hydraulic model software. The flood hydrographs of the upstream sub-basin and the four downstream sub-basins were calculated using the lump rainfall-runoff model software of HEC-HMS. Subsequently, flood hydrographs of all sub-basins were used for simulating the hydraulic channel routing of 1-D unsteady flow in rivers using the HEC-RAS software. The peak discharge of the downstream control point recorded at the Ciberang-Sabagi water level gage station was used to estimate the basin parameters as well as the hydraulic parameter. The channel routing started from the planned location of the Sabo dam as the upstream boundary until the downstream control point. The simulated peak discharge at the Ciberang-Sabagi water level gauge station as the downstream control point is 211.16 m3/s, 291.03 m3/s, 343.06 m3/s for 2, 5, and 10-years flood cases, respectively. The final stage of this study is to develop a flood hazards map that shows information on the spatial distribution of the area and depth of flood inundation for each return period of flood.
