ANALISIS FLYPAPER EFFECT DI KABUPATEN/KOTA PROVINSI DAERAH ISTIMEWA YOGYAKARTA TAHUN ANGGARAN 2016-2020

Ketergantungan fiskal pemerintah daerah terhadap pemerintah pusat dikatakan sebagai suatu dampak atau dapat mengindikasikan telah terjadinya flypaper effect yang ditunjukkan dengan besaran koefisien DAU lebih tinggi daripada koefisien PAD terhadap belanja daerah. Provinsi DIY dinyatakan sebagai provinsi dengan kemandirian fiskal yang rendah dibandingkan dengan provinsi lain di Pulau Jawa, hal ini mencerminkan bahwa tingkat ketergantungan fiskal Provinsi DIY yang melingkupi lima kabupaten/kota terhadap pemerintah pusat masih tinggi. Tujuan penelitian ini adalah untuk mengetahui hubungan PAD dan DAU terhadap belanja daerah, untuk mengetahui terjadi atau tidaknya flypaper effect pada kabupaten/kota di Provinsi DIY terutama berdasarkan kemampuan fiskal daerahnya. Penelitian ini menggunakan metode analisis regresi linear berganda dengan data panel diperbantukan dengan aplikasi Eviews 8. Hasilnya menunjukkan, secara parsial PAD dan DAU berpengaruh terhadap belanja daerah secara signifikan dan positif, secara simultan PAD dan DAU berpengaruh terhadap belanja daerah secara signifikan dan positif, terindikasi telah terjadi flypaper effect di kabupaten/kota Provinsi DIY dan flypaper effect dapat terjadi pada daerah dengan kemampuan fiskal tinggi maupun rendah. Maka kesimpulannya, PAD dan DAU berpengaruh secara signifikan dan positif terhadap belanja daerah secara parsial maupun simultan. Selain itu, terdapat indikasi telah terjadi flypaper effect pada kabupaten/kota di Provinsi DIY, dan flypaper effect tidak hanya terjadi pada daerah dengan kemampuan fiskal yang rendah namun juga pada daerah dengan kemampuan fiskal yang tinggi.

The fiscal dependence of the local government on the central government is said to be an impact or may indicate that there has been a flypaper effect indicated by the amount of DAU coefficient higher than the PAD coefficient on regional expenditure. DIY province is declared as a province with low fiscal independence compared to other provinces in Java Island, this reflects that the level of fiscal dependence of DIY Province covering five districts / cities to the central government is still high. The purpose of this study is to know the relationship of PAD and DAU to regional expenditure, to know whether or not the flypaper effect occurs in districts / cities in DIY province, especially based on the fiscal capability of the region. This study used multiple linear regression analysis methods with panel data data assisted by Eviews 8 application. The results show, partially PAD and DAU have a significant and positive effect on regional spending, simultaneously PAD and DAU have a significant and positive effect on regional spending, and there has been a flypaper effect in districts / cities of DIY Province, and flypaper effect can occurs in areas with high and low fiscal capabilities. Therefore, PAD and DAU have a significant and positive effect on regional expenditure partially and simultaneously. In addition, there are indications that there has been a flypaper effect in districts / cities in the Province of DIY and flypaper effect not only occurs in areas with low fiscal capability but also in areas with high fiscal capability.
