Kontribusi Sektor Pertanian terhadap Perekonomian Provinsi Riau Berdasarkan Pendekatan Input-Output

Penelitian ini bertujuan untuk: (1) Mengetahui kontribusi sektor pertanian pada perekonomian Provinsi Riau, (2) Mengetahui keterkaitan ke belakang dan keterkaitan ke depan sektor pertanian dengan sektor-sektor lainnya, (3) Mengetahui angka pengganda output, pendapatan dan tenaga kerja sektor pertanian. Penelitian ini dilakukan dengan menggunakan pendekatan input-output. Data yang digunakan adalah data input-output transaksi domestik atas dasar harga produsen Provinsi Riau tahun 2010 klasifikasi 112 sektor yang diperbaharui ke tahun 2015 klasifikasi 18 sektor dengan menggunakan metode RAS. Hasil penelitian menunjukkan bahwa sektor pertanian Provinsi Riau berkontribusi pada pembentukan struktur nilai tambah bruto (25,33 persen), konsumsi rumah tangga (20,22 persen), permintaan (18,99 persen), output (18,99 persen), investasi (13,13 persen), ekspor netto (3,06 persen) dan tidak berkontribusi pada pengeluaran pemerintah. Uji t satu sampel digunakan untuk membandingkan keterkaitan dan angka pengganda sektor pertanian dengan sektor ekonomi lain. Diperoleh hasil bahwa nilai keterkaitan ke belakang sektor pertanian Provinsi Riau di atas rata-rata nilai keterkaitan ke belakang seluruh sektor ekonomi di Provinsi Riau dan nilai keterkaitan ke depan sektor pertanian Provinsi Riau di bawah rata-rata keterkaitan ke depan seluruh sektor ekonomi di Provinsi Riau. Angka pengganda output, pendapatan dan tenaga kerja sektor pertanian Provinsi Riau lebih besar dari nilai angka pengganda output, pendapatan dan tenaga kerja seluruh sektor ekonomi di Provinsi Riau. Angka pengganda yang tinggi menjelaskan bahwa sektor pertanian di Provinsi Riau mampu menciptakan output, pendapatan dan penyerapan tenaga kerja yang tinggi.

This study is objectives aim to: (1) determine the contribution of agriculture sector to the economy of Riau Province, (2) determine the backward linkages and forward linkages of agriculture sector in Riau Province, (3) to know the multiplier effect of output, income and employment of agriculture sector in Riau Province. This research used input-output domestic transaction of Riau Province based on producer price data in 2010 with classification of 112 sectors and was updating to 2015 classification of 18 sectors with RAS method. The results showed that agriculture sector in Riau Province has contributed to the structure of gross value added (25,33 percent), household consumption (20,22 percent), demand (18,99 percent), output (18,99 percent), investment (13,13 percent), net exports (3,06 percent) and has no contribution to government expenditure. One sample t test was used to compare the linkages and multipliers between agriculture sector and the average of all sectors in the economy of Riau Province. Results indicated that the backward linkages of agriculture sector in Riau Province was higher than the average of all sectors and the forward linkages of agriculture sector in Riau Province was lower than the average of all sectors. Multiplier effects of output, income and employment of agriculture sector in Riau Province were higher than the average of all sectors. This indicates that agriculture sector in Riau Province able to produce high output, generate high income and able to absorb high employment.
