Efektivitas Program e-Manajamen Penyidikan dalam Meningkatkan Kualitas Proses Penyidikan di Wilayah Hukum Polda Daerah Istimewa Yogyakarta

Tujuan penelitian ini adalah untuk mengetahui faktor-faktor yang mempengaruhi dari program e-Manajemen Penyidikan serta bagaimana pelaksanaannya di wilayah hukum Polda Daerah Istimewa Yogyakarta. Tujuan lain dari penelitian ini untuk mengetahui manfaat dalam penggunaan e-Manajemen Penyidikan bagi korban atau pelapor di wilayah Hukum Polda Daerah Istimewa Yogyakarta. e-Manajemen Penyidikan merupakan inovasi Kepolisian Negara Republik Indonesia dalam meningkatkan efektivitas, kinerja dan komunikasi interaktif dalam proses penyidikan. Penelitian menggunakan pendekatan kualitatif dengan melakukan wawancara kepada pihak Penyidik, masyarakat yang merupakan pelapor dan korban dalam suatu kasus dan advokat yang sedang menangani kasus di Polda Daerah Istimewa Yogyakarta. Berdasarkan hasil penelitian, ditemukan bahwa faktor-faktor yang mempengaruhi program e-Manajemen Penyidikan serta bagaimana pelaksanaannya di wilayah hukum Polda Daerah Istimewa Yogyakarta adalah faktor sumber daya manusia; faktor keterlibatan atasan penyidik dan pimpinan kesatuan; peran serta aktif dan kuatnya dukungan pimpinan; sarana prasarana teknologi online; aktor era perubahan pelayanan publik dan kinerja secara digital; dan faktor pendukung keberhasilan. Manfaat dalam penggunaan e- manajemen penyidikan bagi korban atau pelapor di wilayah Hukum Polda Daerah Istimewa Yogyakarta kondisi saat ini meliput; transparansi proses penyidikan; ketepatan dan kecepatan waktu penyidikan; komunikasi yang interaktif; jaminan evaluasi dan kualitas proses penyidikan dan jaminan kepastian hukum. Diharapkan, agar terwujudnya proyek perubahan yang berkelanjutan dan menyeluruh dari tingkat Bareskrim Mabes Polri hingga Unit Reskrim Polsek sehingga diperlukan inovasi dari Kapolri untuk mengembangakan program e- Manajemen Penyidikan yang memuat fungsi komunikasi interaktif antara pelapor atau korban dengan penyidik. Masyarakat sebagai korban atau pelapor, diharapkan dapat mendukung penggunaan e-Manajemen Penyidikan guna mewujudkan proses penyidikan yang transparan dan akuntabel.

The purpose of this study was to determine the affecting factors of the Investigation e-Management program and to find the benefits of using Investigation e-Management for victims or reporters in Provincial Police in the Special Region of Yogyakarta. Investigation e-Management is an innovation of the Indonesian National Police in improving the effectiveness, performance and interactive communication in the investigation process. The study used a qualitative approach by conducting interviews with investigators, the reporters and victims in one same case and advocates who were handling cases at the Yogyakarta Regional Police. The study found that the factors that affect the Investigation e-Management program and how it was implemented in the jurisdiction of Provincial Police in the Special Region of Yogyakarta were the human resource factor; the involvement factor of the investigator's supervisor and the unit leader; the active participation and strong leader support; the online technology infrastructure; the actors in the era of change in public services and digital performance; and the supporting success factors. The benefits of using e- investigation management for victims or reporters in the jurisdiction of Provincial Police in the Special Region of Yogyakarta, the current conditions included; transparency of the investigation process; the accuracy and speed of the investigation time; interactive communication; guarantee of evaluation and quality of the investigation process and guarantee of legal certainty. In order to realize a sustainable and comprehensive change project, innovation from the National Police Chief is needed to develop an Investigation e- Management program that includes an interactive communication function between the reporter or victim and the investigator. The study recommends that the community as victims or reporters can support the use of Investigation e- Management in order to realize a transparent and accountable investigation process.
