Peran Stakeholders dalam Pelaksanaan Protokol Kesehatan Covid-19 pada Aktivitas Wisata di Kawasan Malioboro

Kawasan Malioboro merupakan salah satu tujuan wisata yang terdampak pandemi Covid-19. Jumlah wisatawan yang mengalami penurunan disebabkan oleh beberapa faktor, salah satunya ditemukannya yaitu karena ditemukannya kasus positif Covid-19 pada PKL Malioboro. Protokol kesehatan Covid-19 perlu diterapkan di Kawasan Malioboro untuk mencegah munculnya klaster baru dan merupakan salah satu cara untuk mengembalikan kembali rasa percaya wisatawan untuk melakukan kembali aktivitas wisata. Dalam pelaksanaannya, protokol kesehatan Covid-19 perlu diiringi dengan pengawasan yang ketat untuk mencegah terjadinya pelanggaran. Penelitian ini bertujuan untuk mengetahui peran stakeholders yang terlibat dan kendala dalam pelaksanaan protokol kesehatan Covid-19 di Kawasan Malioboro. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode wawancara dan observasi. Hasil penelitian ini menunjukkan bahwa peran 1) Pemerintah berperan sebagai policy creator, 2) UPT Malioboro dan Satpol PP berperan sebagai koordinator, 3) Jogoboro berperan sebagai akselerator, serta 4) PKL dan wisatawan berperan sebagai implementer. Kendala yang dihadapi antara lain wisatawan yang tidak menerapkan protokol di sepanjang Kawasan Malioboro, serta PKL yang sulit diatur dan tidak disiplin terhadap jam operasional.

Malioboro is one of the tourist destinations affected by the Covid-19 pandemic. The number of tourists has decreased due to several factors, one of them is because a positive case of Covid-19 was founded in Malioboro street vendors. The Covid-19 health protocols must be implemented in the Malioboro Area to prevent the emergence of new clusters and to restore tourist's trust to do tourism activities again. In its implementation, the Covid-19 health protocols needs to be supervised to prevent violations. Therefore, this study aims to determine the roles and obstacles of stakeholders involved in the implementation of the Covid-19 health protocols in Malioboro. This research uses a descriptive method using a qualitative approach. The results are 1) Government plays a role as a policy creator, 2) UPT Malioboro and Satpol PP act as coordinators, 3) Jogoboro act as accelerators, and 4) Street vendors and tourists act as implementers. The obstacles faced by the stakeholders are tourists who do not apply protocols throughout the Malioboro area, as well as street vendors who are hard to manage and not disciplined about operating hours.
