DAMPAK PEMBANGUNAN JALUR JALAN LINTAS SELATAN (JJLS) TERHADAP KONTRIBUSI PENDAPATAN ASLI DAERAH (PAD) DARI SEKTOR PARIWISATA PANTAI SELATAN DI KABUPATEN BANTUL TAHUN 2014-2019

Ketimpangan ekonomi antara wilayah Pantai Utara dan Pantai Selatan Jawa disebabkan pembangunan infrastruktur yang belum merata. Pembangunan infrastruktur Jalur Jalan Lintas Selatan (JJLS) yang dekat wilayah pantai diharapkan mampu meningkatkan Pendapatan Asli Daerah (PAD) sektor pariwisata Pantai Selatan Kabupaten Bantul secara tidak langsung. Tujuan penelitian ini adalah 1)Membandingkan jumlah kunjungan wisatawan, jumlah pengusaha jasa wisata, dan jumlah PAD wisata Pantai Selatan 2)Menganalisis pengaruh jumlah kunjungan wisatawan dan jumlah pengusaha jasa wisata terhadap PAD wisata Pantai Selatan 3)Menghitung besar kontribusi PAD wisata Pantai Selatan, sebagai indikasi hasil ekonomi terukur dari pembangunan JJLS, terhadap PAD Sektor Pariwisata Kabupaten Bantul dan PAD Kabupaten Bantul secara keseluruhan. Penelitian ini menggunakan metode kuantitatif dan data sekunder yang diperoleh dari instansi terkait. Teknik analisis untuk menjawab tujuan pertama yaitu uji komparasi dua sampel berkorelasi (Paired Sample T-Test dan Wilcoxon Match Pairs Test), tujuan kedua menggunakan pengujian regresi data panel Random Effect Model, serta tujuan ketiga menggunakan analisis deskriptif kuantitatif. Hasil penelitian menunjukan bahwa Jumlah PAD wisata Pantai Selatan mengalami perbedaan signifikan dalam bentuk peningkatan, sementara jumlah kunjungan wisatawan dan jumlah pengusaha jasa wisata tidak mengalami perbedaan signifikan sebelum dan sesudah pembangunan JJLS. Lebih lanjut, PAD wisata Pantai Selatan dipengaruhi oleh jumlah kunjungan wisatawan secara signifikan, sementara jumlah pengusaha jasa wisata tidak berpengaruh secara signifikan. PAD wisata Pantai Selatan, sebagai indikasi hasil ekonomi terukur dari pembangunan JJLS, mampu memberikan kontribusi dominan bagi PAD Sektor Pariwisata Kabupaten Bantul yaitu sebesar 3-7% dari total kontribusinya terhadap PAD Kabupaten Bantul secara keseluruhan sebesar 4-12%.

The economic disparity between the North and South Coast of Java is due to uneven infrastructure development. The Southern Cross Road (JJLS) near the coast is expected to indirectly increase the South Coast tourism Regional Original Income (PAD) sector Bantul Regency. The purposes of this study are 1)Comparing tourist visits number, tourism service entrepreneurs number, and the amount of PAD 2)Analyzing the effect of tourist visits number and tourism service entrepreneurs number on PAD 3)Calculating the large contribution South Coast tourism PAD, to the PAD of the Tourism Sector of Bantul Regency and PAD of Bantul Regency as a whole. This study uses quantitative methods and secondary data obtained from related agencies. The analytical technique to answer the first objective is a comparative test of two correlated samples (Paired Sample T-Test and Wilcoxon Match Pairs Test), the second objective use panel data regression testing Random Effect Model, and the third objective use quantitative descriptive analysis. The results showed that the amount of PAD experienced a significant difference, while tourist visits number and tourism service entrepreneurs number did not experience a significant difference before and after the construction of JJLS. Furthermore, PAD is significantly affected by tourist visits number, while tourism service entrepreneurs number has no significant effect. South Coast tourism PAD give a dominant contribution to the PAD of the Tourism Sector of Bantul Regency, which is 3-7 % of its total contribution to the PAD of Bantul Regency as a whole of 4-12%.
