Peran masyarakat dalam proses perumusan dan pelaksanaan kebijakan di Kabupaten Kendari Propinsi Sulawesi Tenggara

Penelitian ini bertujuan untuk; 1) mengetahui bagaimana partisipasi masyaakat dalam proses perumusan kebijakan daerah, khususnya dibidang Retriiusi Tempat Khusus Parkir dan Retriiusi Parkir Ditepi Jalan Umum, di Kabupaten Kendari, Provinsi Sulawesi Tenggara. 2) mengetahui sistem pengawasan masyarakat melalui lembaga legislatif terhadap implementasi kedua kebijakan daerah yakni Retribusi Tempat Khusus Parkir dan Retriiusi Park Di tepi Jalan Umum. Penelitian ini berlokasi dalam lingkup Kabupaten Kendari, Propinsi Sulawesi Tenggara. Sampel terdiri dari uusur anggota DPRD yang berjumlah 10 orang dan unsur masyarakat yang berjumlah 348 orang. Teknik analisis digunakan analisis diskriptif kualitatif. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam proses perumusan kebijakan daerah masih sangat terbatas. Hal ini dapat dilihat dari proses perumusan Peraturan daerah No. 5 tahun 1999 tentang Retribusi Tempat Khusus Parkir dan Peraturan daerah No. 7 tahun 1999 tentang Retribusi Parkir Ditepi Jalan Umum, partisipasi masyarakat terlihat ketika pembahasan kebijakan daerah tersebut secara interen di Legislatif dimana masyarakat turut berperan dalam proses perumusan usulan perubahan terhadap rancangan peraturan daerah tersebut yang diajukan oleh eksekutif. Sedangkan sistem pengawasan masyarakat melahi lembaga legislatif terhadap pelaksanaan kedua kebijakan tersebut dilakukan dengan cara langsung dan tidak langsung. Cara langsung yakni masyarakat melapor langsung DPRD, sedangkan yang tidak langsung yakni masyarakat melaporkan melalui swat ke DPRD. Kendala dalam menggerakan partisipasi masyarakat adalah (1) Sarana sosialisasi yang h a n g lancar dan memadai. (2) rendahnya sumber daya manusia anggota DPRD, Sedangkan dari aspek pengawasan kendala yang dihadapi adalah (1) kondisi wilayah yang sulit dijangkau, (2) kurangnya dana yang tersedia

The study aims to: 1) know how the society participation in the regional policy formulation process, especially in the Retribution Sector of Special and Sidewalk Parking Areas in Kendari District, Southeast Celebes Province are. 2) know the society control system through the legislative institution on the implementation of the two regional policies, i.e. the Retriiutions of Special and Sidewalk Parking Areas. The study location was within Kendari District, Southeast Celebes Province. The sample consisted of 10 persons of Regional Legislative Assembly (DPRD) members and 348 persons of society members. The used analysis technique was the qualitative descriptive analysis. The study result showed that the society participation in the regional policy formulation process was still very limited. The cases can be seen from the formulation process of the 1999 Regional Regulation No. 5 on the Retribution of the Special Parking Area and the 1999 Regional Regulation No. 7 on the Retribution of Sidewalk Parking Area, society participation they were seen when the regional policies were discussed internally in the Legislative Institution that the society taken role in the change proposal formulation process on the regional bill proposed by the executive. While the society control system through the legislative institution on the implementation of the two regional policies was canied out directly, i.e. the society come to notify directly to the Regional Legislative Assembly or indirectly, i.e. the society sent a letter to inform the Regional Legislative Assembly about something. The constraints in motivating the society participation were (1) the less smooth and adequate running of the socialization medium; (2) the human resource lowness of the Regional Legislative Assembly members. While in the control aspect the constraints were (1) the inaccessibility of the Regional Legislative Assembly fkom hinterland because of the territory condition, (2) the lack of the available fund.
