2002 | Tesis | S2 PsikologiPenelitian ini bertujuan untuk mengetahui : 1) perbandingan skala penilaian angka kredit jabatan pekerja sosial antara skala menurut Kepmenpan Nomor 45Menpadl988, skala berdasarkan metode equal-appearing intervuls dan skala berdasarkan metode successive intervals; 2) perbedaan skala menurut penilaian para pekerja sosial pusat dan daerah; 3) analisis faktor pembentuk kegiatan pekerja sosial, dan; 4) faktor-faktor penghambat perolehan angka kredit. Subjek penelitian berjumlah 100 orang yang terdiri dari 50 orang pekerja sosial pusat dan 50 orang pekerja sosial daerah. Seluruh subjek bertugas sebagai pekeja sosial pada panti-panti sosial pemerintah di Jawa Barat, DIY dan Jawa Tengah. Hasil analisis koefisien konkordansi W Kendall menunjukkan bahwa : 1) terdapat perbedaan nilai skala berdasarkan metode eqid-appearing intervals dengan metode successive intervals; skala Kepmenpan berbeda dengan metode ey uul-appearing intervals; skala Kepmenpan berbeda pula dengan metode mccesszve intervals; secara umum ketiga skala tersebut berbeda satu sama lain. Walaupun demikian, tidak ada perbedaan skala yang dinilai baik oleh pekeja sosial pusat maupun daerah. Analisis faktorial menunjukkan bahwa terdapat empat faktor pembentuk kegiatan pekerja sosial yaitu : 1) faktor pelayanan tidak langsung - pengembangan, 2) pelayanan langsung - rehabilitatif, 3) pelayanan langsung - pembinaan, dan 4) pelayanan tidak langsung - penunjang. Hasil lain dalam penelitian ini menunjukkan bahwa terdapat beberapa faktor penghambat perolehan angka kredit jabatan pekerja sosial, tiga teratas adalah : 1) kurangnya pendidikdlatihan bagi pekerja sosial panti; 2) fasilitas k q a (seperti ATK, biaya operasional, alat transportasi, dll.) kurang memadai, dan 3) tidak semua bentuk kegiatan pekerja sosial dapat diberikan angka kredit. Saran yang dapat dikemukakan dari penelitian ini adalah : 1) Skala penelitian angka krelt jabatan pekerja sosial dapat lpilurkan untuk ditinjau ulang khususnya dengan menggunakan metode penskalaan successive intervals; 2) Rincian faktor pembentuk kegiatan pekerja sosial dapat dijadikan landasan untuk penyusunan kurikulum Diklat dan pembinaan pekerja sosial; 3) Agar pihak terkait secara bersama-sama meminimalisir faktor-faktor penghambat perolehan angka kredit jabatan pekerja sosial.
The objective of this research were to find-out: I) the comparisons of social worker’s performance scale between the scale according to Kepmenpan No.45Menpd 1988, equal ~ appearing intervals method, and successive intervals method; 2) the scale difference based on the judgement by both local and central social workers; 3) factors underlying the social worker’s performance; and, 4) the barrier factors to obtain the credit points of performance. This research involved 100 social workers, consisted of 50 local social workers and 50 central social workers. All of the subjects were working on the government social agencies in Jawa Barat, DIY, and Jawa Tengah. The result of concordance coefficient W Kendall analysis showed that there were the Qfferences between the scale with equal -- appearing intervals method, the scale according to Kepmenpan, and successwe injervals method. In general, all the three scales were different. However, there were no difference between the scale judged by either the central and local social worker. Factor analysis showed that there were four factors underlying the social worker’s performance, namely: 1) indirect service - development factors, 2) direct service - rehabilitative factors, 3) direct service - maintenance factors, and 4) indirect service -. supportive factors. Another results of the research indicated that there were several barrier factors to obtain the credit points of achevement for social workers. The top three were : 1) the lack of education or training for social worker; 2) the insuficient or indecent work facilities (i.e. office equipment, operational fun, transportation, etc), and; 3) not all of the social worker activities can be valued as the point of credit. Following those findings the Writer offers some suggestions. The successwe interval method can be used to re-scaling the social worker’s performance appraisal. Factors underlying the social worker’s performance can be used to the basic of the curriculum arrangement and the direction of social workers. All of the related government instances can work together to eliminate the bamer of social worker’s credit point achievement.
