UPAYA BPJAMSOSTEK DALAM MENINGKATKAN JUMLAH KEPESERTAAN BUKAN PENERIMA UPAH DI INDONESIA, MELALUI ADOPSI SISTEM KEAGENAN JEPANG 'SHAROUSHI'

Tugas Akhir ini membahas mengenai upaya peningkatan kepesertaan bukan penerima upah yang dilakukan oleh BPJamsostek melalui agen Perisai, yang merupakan hasil adopsi sistem dari keagenan Sharoushi yang merupakan konsultan tenaga kerja, yang telah berhasil memperluas jaminan sosial di Jepang. Dalam Tugas Akhir ini akan dipaparkan mengenai sistem jaminan sosial di Jepang, sistem jaminan sosial tenaga kerja di Indonesia, penerapan sistem agen Perisai serta kendala yang dihadapi. Metode yang digunakan yaitu journal research atau pengumpulan data melalui jurnal dan didukung dengan hasil wawancara yang diperoleh dari salah satu pegawai BPJamsostek Klaten, agen Perisai Klaten dan agen Perisai Pekanbaru. Diperoleh kesimpulan bahwa agen Perisai dan Sharoushi terdapat persamaan, yaitu pendekatan persuasif kepada masyarakat. Agen Perisai menggunakan sistem tersebut disesuaikan dengan karakteristik masyarakat. Ditemukan bahwa agen Perisai telah mampu merangkul banyak peserta namun, pemerintah harus terus memperbaiki sistem tersebut, agar dapat meminimalisir kendala yang akan ditemui.

This final project discusses the efforts to increase non-wage membership made by BPJamsostek through the Perisai agent, which is the result of the adoption of a system from the Sharoushi agency which is a labor consultant, which has succeeded in expanding social security in Japan. This final project will explain the social security system in Japan, the social security system for workers in Indonesia, the implementation of the Shield agent system and the obstacles faced. The method used is journal research or data collection through journals and is supported by the results of interviews obtained from one of the BPJamsostek Klaten employees, the Perisai Klaten agent, and the Perisai Pekanbaru agent. The conclusion is that the Perisai and Sharoushi agents have something in common, namely a persuasive approach to society. Perisai uses the system according to the characteristics of society. It was found that the Perisai agents had been able to embrace many participants. However, the Government must continue to improve the system, to minimize the obstacles it will encounter.
