Perancangan Tampilan Antarmuka "Health Linked" Sebagai Aplikasi Mobile Kesehatan Guna Mendukung Penerapan Konsep Managed Care pada Sistem Kesehatan di Indonesia

Latar Belakang : Implementasi biaya pertanggungan oleh asuransi kepada layanan kesehatan online melalui aplikasi berbasis mobile terbagi menjadi dua, yakni aplikasi yang condong memberi layanan pada peserta asuransi swasta, dan aplikasi yang hanya memberikan layanan pada peserta asuransi pemerintah. Belum ada aplikasi yang memfasilitasi peserta asuransi swasta maupun pemerintah dalam satu aplikasi yang sama. Hal tersebut memungkinkan adanya perbedaan layanan karena adanya perbedaan fitur. Penerapan konsep managed care dalam aplikasi "Health Linked" membantu semua peserta asuransi baik swasta maupun pemerintah memeroleh fasilitas yang sama. Interaksi komponen managed care bersama-sama mengendalikan biaya dan mutu kesehatan di Indonesia. Tujuan : Merancang desain tampilan antarmuka "Health Linked" sebaga sistem aplikasi kesehatan berbasis mobile yang mendukung penerapan konsep managed care. Metode : Metode yang digunakan adalah metode waterfall dan terbatas sampai tahap desain. Proses perancangan dilakukan secara urut mulai dari analisis kebutuhan sistem, hingga proses desain. Hasil : Berdasarkan pembandingan hasil wawancara dan studi literature, maka fitur yang dihadirkan dalam aplikasi "Health Linked" adalah sepuluh fitur pelayanan untuk health consumer, fitur konsultasi online dan jawab pertanyaan untuk dokter, fitur akses resep obat untuk apoteker, dan fitur verifikasi klaim untuk verifikator asuransi. Kesimpulan : Perancanagan "Health Linked" dapat mengidentifikasi fitur sesuai kebutuhan health consumer sebagai pengguna utama serta memfasilitasi komponen managed care untuk berinteraksi dan mengintegrasikan layanan. Terintegrasinya ketiga komponen managed care bersama-sama mampu menjadi sumber informasi dalam mengendalikan biaya dan mutu kesehatan di Indonesia Kata kunci : m-health, tampilan antarmuka, managed care, pengendalian biaya dan mutu kesehatan, sistem kesehatan.

Background : Implementation of the cost of coverage by insurance to online health services through mobile-based applications is divided into two, namely application s hat tend to provide services to private insurance participants, and applcations that only provide services to government insurance participants. There is no application that facilitatesprivate or government insurance partisipants in the same application. This allows for differences in services due to differences in features. The application of the managed care concept in the "Health Linked" application helps all insurance participants both private and government to obtain the same facilities. The interaction of managed care components together to control the cost and quality of the health in Indonesia. Objective : To design a "Health Linked" interface as a mobile-based health application system that supports the application of the managed care concept. Methods : The method used is waterfall method and is limited to the design stage. The design process is carried out sequentialy starting from the analysis of system requirements, to the design. Result : Based on the comparison of the results of interviews and literature studies, the features presented in the "Health Linked" application are ten service features for health consumers, online consultation and answer open questions for doctor, a prescription access feature for pharmacists, and a claim verification feature for insurance verifiers. Conclusion : The "Health Linked" design can identify features according to the needs of health consumers as the main users and facilitate managed care components to interact and integrated services. The integeration of these components together is able to become source of information in controlling health costs and quality in Indonesia.
