Penelitian ini bertujuan untuk mengetahui dan menganalisis Tugas Pokok, dan Fungsi Pemerintah Daerah di Bidang Pendidikan berdasarkan peraturan perundang-undangan, serta bertujuan untuk mengetahui Implementasi Tugas Pokok dan Fungsi Pemerintah Kota Parepare dalam penyelenggaraan pendidikan di Kota Parepare Penelitian ini merupakan penelitian normatif empiris. Penelitian ini merupakan perpaduan antara penelitian normatif dan empiris. Penelitian ini dilakukan dengan studi kepustakaan dan lapangan untuk mendapatkan dan mempelajari bahan hukum primer, bahan hukum sekunder dan bahan hukum tersier. Data yang diperoleh dari hasil penelitian dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa Tugas Pokok dan Fungsi Pemerintah Daerah Kota Parepare di bidang pendidikan dalam mencapai misi Kota Parepare sebagai Kota Pendidikan di Sulawesi Selatan dilakukan dengan menjalankan perannya sebagai penyelenggara yang menjalankan fungsi pelayanan yang diimplementasikan melalui kebijakan yang bersifat operasional. Sebagaimana yang telah digariskan dalam Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional dan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah. Artinya, Kebijakan Pemerintah Daerah yang bersifat operasional menyesuaikan aspirasi dan inisiatif masing-masing daerah. Berdasarkan hal tersebut, Pemerintah Kota Parepare mengeluarkan tiga kebijakan peraturan daerah di bidang pendidikan yaitu: Pertama, Peraturan Daerah Nomor 6 Tahun 2007 tentang Penyelenggaraan Pendidikan Di Kota Parepare , Kedua, Peraturan Daerah Kota Parepare Nomor 15 Tahun 2018 Tentang Penyelenggaraan Dan Pengelolaan Perpustakaan. Ketiga, Peraturan Daerah Kota Parepare Nomor 10 Tahun 2015 Tentang Pendidikan Baca Tulis Al-Quran. Sejalan dengan hal tersebut, Dinas Pendidikan Kota Parepare konsisten dalam penyelenggaraan pendidikan terutama yang berkaitan dengan manajemen pendidikan hal tersebut terlihat dari angka partisipasi sekolah sebagai salah satu indikator keberhasilan pembangunan pendidikan yang terus meningkat di Kota Parepare

This study aims to identify and analyze the Main Duties and Functions of Local Government in the Education Sector based on statutory regulations, and aims to determine the Implementation of the Main Duties and Functions of the Parepare City Government in the implementation of education in the City of Parepare. This research is empirical normative research. This research is a combination of normative and empirical research. This research was conducted with literature and field studies to obtain and study primary legal materials, secondary legal materials, and tertiary legal materials. The data obtained from the research results were analyzed qualitatively. The results showed that the Main Duties and Functions of the Regional Government of the City of Parepare in the field of education in achieving the mission of the City of Parepare as the City of Education in South Sulawesi were carried out by carrying out its role as an organizer that carried out service functions implemented through operational policies. As outlined in Law Number 20 of 2003 concerning the National Education System and Law Number 23 of 2014 concerning Regional Government. This means that Regional Government Policies that are operational in nature adjust to the aspirations and initiatives of each region. Based on this, the City Government of Parepare issued three regional regulation policies in the field of education, namely: First, Regional Regulation Number 6 of 2007 concerning the Implementation of Education in the City of Parepare, Second, Regional Regulation of the City of Parepare Number 15 of 2018 concerning Library Implementation and Management. Third, the Regional Regulation of the City of Parepare Number 10 of 2015 concerning Education to Read and Write the Al-Qur'an. In line with this, the City of Parepare Education Office is consistent in the provision of education, especially those related to education management, this can be seen from the school participation rate as an indicator of the success of educational development that continues to increase in the City of Parepare.
