Kluster ke-1 melibatkan social media-public sphere-local government-digital democracy. There are two major clusters of researchers, namely the USA and UK clusters. Ann Macintosh has more than 10 articles of research documents related to the topic of e-participation and related to 2 other poles of the author. There are only 4 organizations that collaborate with each other. The number of collaborators with the United States is 157 with a total link strength of 48, while for the United Kingdom there are 123 collaborators with a total link strength of 78. There are five e-participation study themes that have been identified. The 1st involves social media-public sphere-local government-digital democracy.
