PETUGAS PARTAI: DILEMA ANTARA MENJADI REPRESENTASI RAKYAT ATAU REPRESENTASI PARTAI (Studi Kasus Tipologi Representasi Anggota DPR RI Fraksi PDI Perjuangan)

Dalam studi ini, peneliti fokus untuk meneliti studi tentang representasi pada anggota DPR RI Fraksi PDI Perjuangan terkait dengan adanya penyematan petugas partai kepada kadernya. Petugas partai yang digagas oleh PDI Perjuangan beberapa kali mendapat sorotan dari berbagai pihak. Banyaknya kritik terhadap hal tersebut membuat peneliti tertarik untuk menelusurinya. Peneliti membatasi lingkup penelitian dengan mengaitkan petugas partai dengan fungsi representasi yang dijalankan oleh anggota DPR RI Fraksi PDI Perjuangan. Untuk melihat dan menjelaskan hal tersebut, peneliti menggunakan teori representasi yang dikemukakan oleh Gilbert Abcarian. Didalamnya juga memuat tipologi-tipologi representasi mulai dari tipe trustee atau wali, tipe delegate atau utusan, tipe politico atau campuran dan tipe partisan. Hal tersebut dikarenakan teori dari Gilbert Abcarian cukup kontekstual dalam membantu mengurai permasalahan mengenai petugas partai, dimana seorang legislator yang notabene memakai kendaraan partai politik dan dipilih oleh rakyat, tentunya memiliki ambisi kepentingan pribadi, dan kelak ketika terpilih terlihat dia akan mewakili kepentingan siapa. Penelitian ini menggunakan metode penelitian kualitatif dan pendekatan studi kasus, dengan memperhatikan beberapa proses peristiwa yang bersangkutan dengan subjek penelitian. Kemudian Jenis data yang digunakan dalam penelitian ini adalah data primer, yaitu data yang didapat secara langsung oleh peneliti dari sumber data atau subjek penelitian pertama dan data sekunder yang didapatkan peneliti melalui sumber data berupa dokumen yang memiliki keterkaitan dengan subjek penelitian. Adapun temuan dalam penelitian ini bahwa norma peraturan mengenai petugas partai sengaja dipatenkan menjadi sebuah norma dalam pengorganisasian PDI Perjuangan, dalam rangka mengatur dan mendisiplinkan kader yang diberi penugasan agar dapat menjalankan nilai-nilai partai. Hal tersebut guna menghindarkan dari adanya konflik kepentingan yakni kader yang diberi tugas tidak menjalankan nilai partai malah menjalankan kepentingan pribadi/kelompok. Petugas partai wajib menjalankan nilai-nilai partai dan partai yang menyuarakan kepentingan rakyat.

In this study, the researcher focuses on examining the study of representation of members of the DPR RI from the PDI-P faction related to the attachment of party officials to their cadres. Party officials initiated by the PDI-P have been under the spotlight of various parties. The number of criticisms of this makes researchers interested in exploring it. The researcher limits the scope of the study by linking party officials with the representation function carried out by members of the DPR RI, the PDI-P faction. To see and explain this, the researcher uses the representation theory proposed by Gilbert Abcarian. It also contains typologies of representation starting from the type of trustee or guardian, the type of delegate or messenger, the type of politico or mixed and the type of partisan. This is because Gilbert Abcarian's theory is quite contextual in helping to unravel the problem of party officials, where a legislator who incidentally uses a political party vehicle and is elected by the people, of course has ambitions of personal interests, and later when elected he will be seen to represent whose interests. This study uses qualitative research methods and a case study approach, taking into account several processes of events related to the research subject. Then the type of data used in this study is primary data, namely data obtained directly by researchers from data sources or the first research subject and secondary data obtained by researchers through data sources in the form of documents that are related to the research subject. The findings in this study are that the regulatory norms regarding party officers are deliberately patented to become a norm in the organization of the PDI-P, in order to regulate and discipline cadres who are assigned to carry out the party's values. This is to avoid conflicts of interest, namely cadres who are given the task of not carrying out the party's values, instead carrying out personal/group interests. Party officers are obliged to carry out party values and parties that voice the interests of the people.
