INVESTASI DAN DINAMIKA SOSIAL MASYARAKAT DESA HUTAN KECAMATAN PETUNGKRIYONO, KABUPATEN PEKALONGAN, JAWA TENGAH

Sebagai dusun yang berdekatan dengan hutan, masyarakat Totogan mejadikan sektor pertanian padi dan jagung sebagai pemenuh kebutuhan utama. Selain bekerja pada sektor pertanian,masyarakat mengusahakan sektor lain untuk menambah penghasilan,salah satunya dengan cara memanfaatkan hutan. Kesempatan datang ketika Perhutani melalui program Pengelolaan Hutan Bersama Masyarakat (PHBM) membuka akses kepada masyarakat untuk menanam tanaman kopi di dalam hutan. Masyarakat kemudian berbondong-bondong melakukan klaim lahan kopi (kopen) di dalam hutan. Setelah merasakan keuntungan memiliki kopen, sebagian masyarakat mulai mengakumulasi lahan kopen di dalam hutan. Berangkat dari hal tersebut,maka tujuan penelitian ini berusaha untuk melihat bagaimana proses perubahan klaim lahan di dalam hutan,serta membahas secara deskriptif mengenai perubahan ekonomi sosial yang terjadi pada masyarakat Dusun Totogan. Studi ini dilakukan pada masyarakat Dusun Totogan, Desa Tlogopakis, kecamatan Petungkriyono. Metode pengumpulan data yang digunakan dalam penelitian ini adalah metode penelitian partisipatif dan wawancara mendalam. Saya tinggal dan hidup bersama selama tiga bulan pada bulan januari sampai marettahun 2018 untuk memahami dinamika dalam masyarakat. Hasil penelitian ini menunjukkan proses klaim lahan kopen di dalam hutan yang awalnya menggunakan sistem siapa cepat dia dapat, berubah menjadi sistem jual beli lahan. Hal ini terjadi karena keterbatasan jumlah lahan yang dapat ditanami dengan kopi di dalam hutan. Akses terhadap modal merupakan hal penting yang harus dimiliki dalam sistem klaim lahan baru. Selain itu dengan adanya tanaman komoditas di dalam hutan membuat perubahan pada struktur ekonomi sosial pada masyarakat Dusun Totogan. Masyarakat yang memiliki tanaman komoditas lebih banyak dapat memaksimalkan hasilnya sehingga dapat digunakan untuk meningkatkan status ekonomi. Kenaikan status ekonomi tersebut dibarengi dengan kenaikan status sosial di dalam masyarakat.

As a hamlet which near with the forest, the Totogan community made an agriculture sector such as paddy and corn as the main source of their needs. Beside as a farmer, the community also producing other sectors for supporting their income. One of their support is to utilize the forest. This opportunity came when the Perhutani with a program from them called Pengelolaan Hutan Bersama Masyarakat (PHBM) opened an access for the community to planting coffee plants inside the forest. In droves, a lot of the people from the community start to claim for the coffee plants area inside the forest (kopen). After they felt the beneficials of having the kopen, part of the community began to accumulates their kopen area inside the forest. Start it from here, this research is trying to see how the progress of claiming areas is changing inside the forest, and also discussing descriptively about the changing of social economy which happen inside the people of Totogan hamlet. This study was conducted on the people of Totogan hamlet, Tlogopakis village, Petungkriyono district. The methods which used to get the data from the research is the method of participation observative and in-depth interview. I as researcher lived and stay with them almost three months in January to March 2018 to understand how the dynamic life inside the community. The result of the research shown the process of claims the kopen inside the forest which start it from using the system who the faster is the one who gets it, turns into selling and buying properties. This happened because the limits of the areas which could be planted with coffee plants inside the forest. Access to capital is the important thing to had inside the system of claiming a new property. Beside of it, with the commodity plants inside the forest create an impact to social-economic structure for the Totogan community. The people who had more commodity plants can maximizing the outcome so that it can increase their economic status. These escalations of economic status can side by side with the increasingly of social status inside the community.
