Implementasi Program SAR Goes To School oleh Kantor Pencarian dan Pertolongan Yogyakarta Sebagai Mitigasi Bencana Gempabumi

Tingkat kerawanan terhadap bencana di DIY yang tinggi, khususnya bencana gempa bumi, sebagaimana pada peristiwa bencana gempa bumi 2006 dengan pusat gempa di Bantul menimbulkan puluhan ribu korban, baik jiwa maupun kerugian harta benda, serta rusak dan robohnya bangunan berupa rumah, fasilitas umum, dan fasilitas sosial termasuk bangunan sekolah. Upaya mitigasi bencana bisa dilakukan melalui pendidikan kebencanaan di masyarakat maupun sekolah yang disebut mitigasi non struktural. Dalam penelitian ini peneliti mencoba melakukan kajian tentang implementasi program SAR Goes To School (SGTS) di SMA Pangudi Luhur Sedayu sebagai kegiatan mitigasi non struktural bencana gempa bumi. Berangkat dari masalah tersebut penelitian ini bertujuan untuk mengetahui implementasi program SAR Goes To School (SGTS), dan mengetahui faktor pendukung dan faktor penghambat yang ada dalam program tersebut. Metode penelitian yang digunakan untuk mencapai tujuan dari penelitian ini adalah metode penelitian kualitatif. Metode ini diharapkan akan menghasilkan data deskriptif yang dimaksudkan untuk mendapatkan gambaran tentang implementasi dan evaluasi kegiatan program SAR goes to School (SGTS) di SMA Pangudi Luhur Sedayu. Pendidikan SGTS yang diimplementasikan di SMA Pangudi Luhur Sedayu sangat memberikan manfaat kepada murid-murid maupun tenaga pengajar di sekolah, hal ini terlihat dari para penerima sasaran program SGTS yang semakin mengetahui cara bagaimana menyelamatkan diri pada saat kondisi bencana dan mampu memberikan bantuan dasar kepada orang lain. Faktor pendukung dalam kegiatan yaitu adanya landasan hukum, SDM yang berlisensi instruktur, dukungan anggaran biaya, materi SGTS, dan alat peraga. Faktor penghambat dalam kegiatan yaitu SOP belum detail, SDM berlisensi instruktur masih sangat terbatas, anggaran biaya relatif kecil dan belum adanya breakdown terkait acuan biaya per kegiatan, serta alat peraga simulasi program SGTS masih kurang lengkap.

The disaster level of vulnerability in Yogyakarta is high, particularly earthquake, as in the 2006 earthquake with the epicenter in Bantul caused ten thousands of victims as well as damage and collapse of buildings in such as houses, public facilities, and social facilities including school buildings. Disaster mitigation efforts can be carried out through disaster education in communities and schools which is called non-structural mitigation. In this study, researchers tried to conduct a study on the implementation of the SAR Goes To School (SGTS) program at Pangudi Luhur Sedayu high-school as a non-structural earthquake mitigation activity. Departing from these problems, this study aims to determine the implementation of the SAR program Goes To School (SGTS), and determine the supporting and inhibiting factors that exist in the program. The research method used to achieve the objectives of this study is qualitative. This method is expected to produce descriptive data and it is intended to get an overview of the implementation and evaluation of the SAR goes to School (SGTS) program at Pangudi Luhur Sedayu high-school. SGTS program which is implemented in SMA Pangudi Luhur Sedayu was very beneficial to the students and the teachers at school, it is seen from the SGTS program recipients increasingly know how to save themselves during a disaster and can provide basic assistance to others if needed. Supporting factors from these activities are the program's legal basis, the instructors, budgeting, SGTS material, and visual aids. The inhibiting factors in these activities are the SOP has not been established, the resources as an instructor are very limited, a small budget, and has not been any breakdown related to the reference cost per activity, as well as visual aid is still needed to be completed.
