Studi Kasus Respon Masyarakat Terhadap Protokol Kesehatan dan Pandemi Covid 19 di Pasar Cebongan, Sleman

Pandemi Covid 19 telah melanda dunia termasuk Indonesia. Penanganan dalam menanggulangi pandemi ini diperlukan, pemerintah perlu bertindak sebagai entitas yang berkuasa melalui hukum, dengan tetap melihat kepentingan dan respon masyarakat. Mengacu pada latar belakang yang diuraikan di atas, maka rumusan masalah utama dalam penelitian ini adalah 1) Bagaimana respon masyarakat terhadap Protokol Kesehatan ? 2) Bagaimana respon masyarakat terhadap Pandemi Covid 19? Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Lokasi penelitian ini di Pasar Cebongan, Sleman. Data dikumpulkan melalui : a) Wawancara, b) Observasi, dan c) Dokumentasi. Data diolah secara kualitatif dan dianalisis untuk mendapatkan penarikan kesimpulan. Penelitian diawali dengan menegaskan ruang lingkup penelitian yaitu Protokol Kesehatan dan Pandemi Covid. Protokol Kesehatan didefinisikan sebagai kebijakan pemerintah yang berlaku dalam mengatur kegiatan masyarakat. Protokol Kesehatan ini dilengkapi oleh kebijakan baru yaitu Kebijakan Pengetatan Terbatas oleh Bupati Sleman. Selanjutnya ruang lingkup yang diteliti adalah Pandemi Covid secara umum, yang membentuk cara masyarakat merespon kebijakan pemerintah. Hasil penelitian menunjukan respon masyarakat terhadap protokol kesehatan dan pandemi covid 19 beragam. Keberagaman ini dipengaruhi oleh faktor keadaan ekonomi dan pendidikan formal. Faktor ini membagi menjadi 3 pandangan dalam masyarakat. Pandangan ini adalah pendekatan kesehatan, pandangan hukum, dan pandangan ekonomi. Pembagian ini menunjukan sejauh mana tindakan masyarakat dalam melaksanakan protokol kesehatan, dan realitas apa yang dimiliki mereka dalam melihat Pandemi Covid. Keadaan ekonomi mempengaruhi kemampuan mereka dalam bertindak, dan pendidikan formal mempengaruhi tindakan mereka dalam bidang keilmuan, serta kesadaran akan pengetahuan dan tanggung jawab mereka. Simpulan penelitian ini adalah respon masyarakat terhadap protokol kesehatan sudah baik, tetapi respon terhadap pandemi covid masih dapat dimaksimalkan. Respon masyarakat perlu untuk meningkatkan kewaspadaan covid sebagai sebuah penyakit dan tidak hanya didasarkan pada peraturan yang berlaku saja. Saran dalam penelitian ini adalah masyarakat perlu mewaspadai Covid sebagai sebuah penyakit yang mengancam kesehatan, dipandu oleh protokol kesehatan yang berlaku.

The Covid 19 pandemic has hit the world, including Indonesia. Handling in tackling this pandemic is needed, the government needs to act as a powerful entity through the law, while keeping in view the interests and responses of the community. Refer to the background outlined above, then the formulation of the main problem in this research is 1) How has the public responded to the Health Protocol? 2) How is the public response to the Covid 19 Pandemic?. This research is a descriptive study with a qualitative approach. The location of this research is in Cebongan Market, Sleman. Data were collected through: a) Interviews, b) Observations, and c) Documentation. The data is processed qualitatively and analyzed to get conclusions. The research begins by confirming the scope of the research, namely the Health Protocol and the Covid Pandemic. The Health Protocol is defined as a government policy that applies to regulating community activities. This Health Protocol is complemented by a new policy, namely the Limited Tightening Policy by the Sleman Regent. Furthermore, the scope studied is the Covid Pandemic in general, which shapes the way people respond to government policies. The results of the study show that the public response to health protocols and the Covid 19 pandemic has varied. This diversity is influenced by factors of economic conditions and formal education. This factor divides into 3 views in society. This view is a health approach, a legal view, and an economic view. This division shows the extent of people's actions in implementing health protocols, and what realities they have in seeing the Covid Pandemic. The economic situation affects their ability to act, and formal education affects their actions in the scientific field, as well as their awareness of knowledge and responsibilities. The conclusion of this study is that the public response to the health protocol has been good, but the response to the Covid pandemic can still be maximized. The public response is necessary to increase awareness of Covid as a disease and not only based on applicable regulations. The suggestion in this study is that the public needs to be aware of Covid as a disease that threatens health, guided by applicable health protocols.
