Tantangan Perlindungan Pekerja Migran Perempuan Melalui ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers

Berfokus pada isu migrasi pekerja di Asia Tenggara, tesis ini mencoba menelaah berbagai permasalahan pelanggaran hak yang masih terus dialami oleh pekerja migran khususnya perempuan yang mayoritas menempati sektor pekerjaan berketerampilan rendah. Identifikasi akar ketidakamanan melalui konsep keamanan manusia menjadi penting untuk membantu memahami permasalahan yang terjadi dengan menekankan aspek people-centered dan mempertimbangkan berbagai macam kondisi yang dapat menjadi sumber ancaman yang bersifat multi-sektoral. Selanjutnya untuk memutus siklus permasalahan tersebut perlu memastikan adanya kebijakan yang inklusif dan berkelanjutan, oleh karena itu dalam tesis ini juga akan melihat efektivitas perlindungan migran di tingkat regional melalui ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers yang disepakati pada 2017 berdasarkan indikator terpenuhinya integrasi kerangka keamanan manusia pada tahap perencanaan dan implementasinya.

Focusing on labour migration issues in Southeast Asia, this thesis examines various rights violations experienced by migrant workers, especially women, who mostly occupy the low-skilled work sector. Identifying the roots of insecurity through the concept of human security is essential to help understand the problems that occur by emphasizing the people-centred aspect and considering various kinds of conditions that can be a source of multi-sectoral threats. Furthermore, to break the cycle of problems, it is necessary to ensure an inclusive and sustainable policy. Therefore, this thesis will also look at the effectiveness of migrant protection at the regional level through the ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers agreed in 2017 based on indicators of the human security integration framework at the planning and implementation stages.
