DAMPAK PEMBANGUNAN JALUR JALAN LINTAS SELATAN (JJLS) TERHADAP SEKTOR USAHA MIKRO, KECIL, DAN MENENGAH (UMKM) DI KECAMATAN GALUR, KULON PROGO DAN KECAMATAN SANDEN, BANTUL, DIY

Pembangunan Jalur Jalan Lintas Selatan (JJLS) mempengaruhi aktivitas perekonomian masyarakat, terutama pada sektor UMKM di Kecamatan Sanden, Bantul dan Kecamatan Galur, Kulon Progo. Penelitian ini bertujuan untuk menganalisis dampak pembangunan JJLS terhadap penyerapan tenaga kerja, omzet, dan profit UMKM; sebaran lokasi UMKM; permasalahan atau kendala yang dihadapi dan strategi pengembangan UMKM. Tujuan pertama, kedua, ketiga dan keempat pada penelitian ini menggunakan teknik pemilihan lokasi sampel dengan purposive sampling dan teknik pengambilan data menggunakan acak sederhana (simple random sampling). Tujuan pertama menggunakan metode analisis deskriptif kuantitatif, tabel frekuensi, dan uji paired sample t-test. Tujuan kedua dianalisis dengan metode GIS berupa Avenza Maps. Tujuan ketiga menggunakan metode analisis kualitatif dengan pertanyaan terstruktur dan angket. Analisis tujuan keempat menggunakan metode analisis kualitatif dengan SWOT (kombinasi AHP dan SWOT). Tujuan pertama menunjukkan hasil uji paired sample t-test dengan nilai signifikansi 0.000, maka H0 di tolak, yang berarti dampak pembangunan JJLS menunjukkan pengaruh yang sangat signifikan (berpengaruh sangat kuat) terhadap penyerapan tenaga kerja, omzet, dan profit UMKM di Kecamatan Sanden dan Kecamatan Galur yang ditunjukkan dengan adanya peningkatan. Penyerapan tenaga kerja, omzet dan profit UMKM di Kecamatan Sanden mengalami peningkatan dengan hasil berturut-turut sebesar 14%, 19,09% dan 27,97%. Sedangkan UMKM di Kecamatan Galur mengalami peningkatan penyerapan tenaga kerja, omzet dan profit berturut-turut sebesar 32%, 23% dan 42%. Analisis tujuan kedua menunjukkan lokasi UMKM di Kecamatan Sanden secara spasial mengacak (random) dengan titik lokasi UMKM tersebar di beberapa lokasi dan posisi satu titik dengan titik lainnya tidak saling terkait. Sedangkan lokasi UMKM di Kecamatan Galur secara spasial termasuk tipe linier yang berarti mengikuti jaringan jalan dan lokasinya berada di sepanjang jalan utama. Analisis tujuan ketiga menunjukkan kendala yang dihadapi UMKM antara lain belum berjalannya kelompok UMKM secara optimal, tingkat pengetahuan pelaku masih rendah, belum adanya pusat untuk pemasaran hasil produk, kurang adanya penataan usahaan (adminitrasi), dan belum optimal menggunakan teknologi dalam pemasaran. Tujuan keempat menunjukkan hasil strategi pengembangan UMKM di Kecamatan Sanden dan Kecamatan Galur diperoleh 13 alternatif strategi.

The construction of the Southern Cross Road affects the economic activities of the community especially for Micro, Small and Medium Enterprises (MSMEs) in Sanden District, Bantul and Galur District, Kulon Progo. This study aims to analyze the impact of Southern Cross Road development on the employment, turnover and profit of MSMEs; distribution of MSMEs locations; problems or constraints faced and the MSMEs development strategy. The first, second, third and fourth objectives in this study were to use the sampling location selection technique with purposive sampling and the data collection technique using simple random sampling. The first objective is use quantitative descriptive analysis, frequency tables, and paired sample t-test. The second objective was analyzed using the GIS method in the form of Avenza Maps. The third objective is to use qualitative analysis methods with structured questions and questionnaires. The fourth objective analysis uses a qualitative analysis method with A'WOT (a combination of AHP and SWOT). The first objective is to show the results of the paired sample t-test with a significance value of 0.000 and H0 is rejected which means that the impact of Southern Cross Road development shows a very significant effect (very strong effect) on employment absorption, turnover, and profit of MSMEs in Sanden District and Galur District show with an increase. The absorption of employment, turnover and profit of MSMEs in Sanden District has increased with the results of 14%, 19.09% and 27.97% respectively. Meanwhile, the MSMEs in Galur District show an increase in absoption of employment, turnover and profit by 32%, 23% and 42%, respectively. The second objective analysis shows that the locations of MSMEs in Sanden District are spatially randomized with MSMEs scattered in several locations and the positions of one point with another are not related to each other. While the location of MSMEs in Galur District is spatially categorized as linear, which means that it follows the road network and its location is along the main road. The third objective analysis shows the obstacles faced by MSMEs, including the not yet running of the MSME group optimally, the level of knowledge of the players is still low, the absence of a center for product marketing, the lack of business management (administration), and not optimal use of technology in marketing. The fourth objective shows the results of the MSME development strategy in Sanden District and Galur District, which obtained 13 alternative strategies.
