KOMPETENSI LITERASI MEDIA DALAM PENYUSUNAN KONTEN VIDEO "BUAT APA DATANG JAKARTA" OLEH HUMAS POLRES PURWOREJO DALAM MEMERANGI HOAX PILPRES 2019

Tugas dan tanggung jawab institusi Kepolisian Negara Republik Indonesia adalah melindungi, mengayomi dan melayani masyarakat. Kerusuhan yang terjadi pada saat sidang penetapan hasil pemilihan Presiden pada 22 Mei 2019 di Jakarta diduga oleh Kepolisian terjadi karena beredarnya berita palsu atau hoax seputar pemilihan umum tersebut. Humas Kepolisian Polres Purworejo membuat sebuah video dengan judul "Buat Apa Datang Jakarta" yang berisikan pesan keamanan dan ketertiban masyarakat yang ditujukan kepada masyarakat agar dapat lebih bijak dalam menerima berita maupun informasi. Penelitian ini bertujuan untuk mengetahui bagaimana kompetensi literasi media dalam penyusunan video yang dibuat oleh Humas tersebut. Penelitian ini termasuk jenis penelitian kualitatif deskriptif dengan menggunakan metode studi kasus. Penelitian ini mendeskripsikan dengan menggunakan Tiga Bangunan Pokok Literasi Media Potter, James W (2009). Teknik pengumpulan data yang digunakan adalah metode wawancara terstruktur, observasi dan dokumentasi. Adapun proses analisa data pada penelitian ini terdiri dari tiga tahapan, yaitu reduksi data, penyajian data, dan penarikan kesimpulan (Miles&Huberman, 1994). Hasil penelitian menunjukkan bahwa Polres Purworejo memiliki kemampuan literasi media yang sangat baik. Bukan hanya sebagai pengguna namun juga sebagai produsen pesan sesuai dengan 3 aspek bangunan pokok literasi media yang dikemukakan oleh james W. Potter. Kelemahan yang ada dalam produksi video tersebut hanya jumlah anggota yang terbatas. Namun secara umum Humas Polres Purworejo memiliki ketrampilan yang sangat baik dalam hal produksi pesan maupun pengelolaannya.

Public Relations of the Purworejo Polres Police made a video entitled "Untuk Apa Datang Jakarta" contains messages of security and public order aimed at the public so that they can be wiser in receiving news and information. This study aims to determine how the competence of media literacy is in the preparation of the videos made by this PR. This research is a descriptive qualitative research using the case study method. This study describes using the Three Main Buildings of Media Literacy Potter, James W (2009). The data collection techniques used were structured interviews, observation and documentation. The data analysis process in this study consists of three stages, namely data reduction, data presentation, and drawing conclusions (Miles & Huberman, 1994). The results showed that the Purworejo Police had excellent media literacy skills. Not only as a user but also as a message producer in accordance with the 3 main building aspects of media literacy put forward by James W. Potter. The weakness that exists in the production of the video is only the limited number of members. However, in general the Public Relations of the Purworejo Police has excellent skills in terms of message production and management.
