PENGARUH PERSEPSI TIM SELEKSI TERHADAP PENGAMBILAN KEPUTUSAN KELULUSAN KANDIDAT CALON DALAM SELEKSI ANGGOTA KPU PROVINSI TAHUN 2018

Penelitian ini berfokus pada seleksi anggota KPU provinsi tahun 2019. Studi tentang seleksi penyelenggara pemilu masih sangat terbatas dilakukan di Indonesia. Studi yang banyak dilakukan masih terbatas pada tingkatan seleksi penyelenggara di lapangan seperti PPK, PPS dan KPPS. Peneliti ingin mengungkap perihal seleksi anggota KPU provinsi dari sudut pandang tim seleksi. Tujuan penelitian ini adalah untuk mengetahui pengaruh persepsi tim seleksi anggota KPU terhadap pengambilan keputusan mereka dalam menentukan lolos atau tidaknya kandidat calon anggota KPU provinsi. Peneliti menggunakan mixed method yang mengkombinasikan metode kuantitatif dan metode kualitatif. Metode kuantitatif digunakan untuk mengetahui besarnya pengaruh persepsi terhadap pengambilan keputusan tim seleksi menggunakan analisis regresi. Peneliti juga menggunakan pendekatan kualitatif untuk memperdalam dan menguatkan hasil penelitian dengan menggunakan in depth interview dan foccus group discussion (FGD). Peneliti menemukan bahwa terdapat faktor persepsi atau sudut pandang tim seleksi yang mempengaruhi pengambilan keputusan meloloskan atau tidak seorang kandidat calon anggota KPU provinsi. Semakin positif persepsi anggota tim seleksi maka semakin objektif tim seleksi dalam mengambil keputusan meloloskan atau tidak kandidat calon anggota KPU provinsi, begitu pula sebaliknya. Hasil penelitian diperoleh bahwa pengaruh persepsi terhadap pengambilan keputusan tim seleksi dalam meloloskan kandidat calon anggota KPU provinsi secara statistik berpengaruh secara signifikan. Hasil tersebut diperkuat dengan hasil wawancara dan FGD yang menunjukkan bahwa tim seleksi dalam mengambil keputusan pertimbangan utama adalah rekam jejak yang positif, hal tersebut merupakan manifestasi persepsi tim seleksi terhadap kandidat calon anggota KPU provinsi. Semakin kandidat tersebut dipersepsi positif oleh tim seleksi maka semakin objektif dalam pengambilan keputusan meloloskan atau tidaknya.

This research focuses on the selection of members of the provincial KPU in 2019. Studies on rekrutment election management body are still very limited in Indonesia. The studies that are mostly carried out are still limited to the level of selection of organizers in the field such as PPK, PPS and KPPS. The researcher wants to reveal about the selection of members of the provincial KPU from the point of view of the selection team. The purpose of this study was to determine the effect of the perception of the KPU member selection team on their decision making in determining whether or not candidates for provincial KPU member candidates were passed. Researchers use a mixed method that combines quantitative methods and qualitative methods. Quantitative methods are used to determine the influence of perceptions on the selection team's decision making using regression analysis. Researchers also used a qualitative approach to deepen and strengthen the research results using in-depth interviews and focus group discussion (FGD). Researcher found that there were factors of perception or the point of view of the selection team that influenced the decision making to pass or not a candidate for the provincial KPU member. The more positive the perception of the members of the selection team, the more objective the selection team is in making the decision to pass or not candidate candidates for provincial KPU members, and vice versa. The results showed that the effect of perception on the selection team's decision making in passing provincial KPU member candidates was statistically significant. These results are reinforced by the results of interviews and FGDs which show that the selection team in making decisions, the main consideration is a positive track record, this is a manifestation of the selection team's perception of candidates for provincial KPU members. The more the candidate is perceived positively by the selection team, the more objective he is in making the decision to pass or not.
