PERSEPSI DAN KESEDIAAN MEMBAYAR ASURANSI USAHA TERNAK SAPI DI KABUPATEN GUNUNGKIDUL

Pemerintah memfasilitasi peternak berupa Asuransi Usaha Ternak Sapi (AUTS) untuk mencegah kerugian finansial peternak akibat kematian maupun kehilangan ternak, termasuk di Kabupaten Gunungkidul. Namun, peternak yang mengikuti AUTS di Gunungkidul kurang dari target. Penelitian ini bertujuan untuk (1) mengetahui persepsi peserta dan non peserta AUTS terhadap atribut Asuransi Usaha Ternak Sapi, (2) mengetahui besar kesediaan membayar (willingness to pay) peserta dan non peserta AUTS untuk premi AUTS, (3) mengetahui faktor-faktor yang mempengaruhi kesediaan membayar (willingness to pay) peternak untuk premi AUTS. Metode dasar yang digunakan dalam penelitian ini adalah metode deskriptif. Penentuan lokasi di Kabupaten Gunungkidul yaitu Kecamatan Playen dan Gedangsari karena kedua kecamatan tersebut merupakan kecamatan dengan kelompok peternak terbanyak yang mengikuti AUTS lebih dari satu kali. Pengambilan sampel dilakukan dengan menggunakan metode proporsional random sampling dengan 45 sampel peserta AUTS dan 45 sampel non peserta AUTS. Metode pengukuran persepsi peternak terhadap atribut AUTS, menggunakan 5 indikator yang direspon peternak dengan skala likert. Penelitian ini menggunakan Metode Contingent Valuation dalam mengestimasi WTP peternak. Faktor-faktor yang mempengaruhi nilai WTP peternak terhadap premi asuransi ternak sapi dianalisis menggunakan model regresi linier berganda. Berdasarkan hasil penelitian ditemukan bahwa persepsi peternak peserta AUTS terhadap atribut AUTS lebih baik dibandingkan dengan peternak non-peserta AUTS. Kesediaan untuk membayar peternak non peserta AUTS lebih rendah dibandingkan peternak peserta asuransi yaitu Rp30.444/ekor/tahun dan rata-rata peternak peserta AUTS sebesar Rp40.111/ekor/tahun. Pendapatan dari luar ternak dan keikutsertaan dalam AUTS berpengaruh positif sangat nyata terhadap kesediaan membayar (Willingness To Pay) peternak untuk premi AUTS di Kabupaten Gunungkidul (P < 0.00). Usia dan jumlah keluarga berpengaruh negatif dan sangat nyata terhadap kesediaan membayar (Willingness To Pay) peternak untuk premi AUTS di Kabupaten Gunungkidul (P < 0.05).

The government facilitates cattle farmers with Beef Cattle Insurance (AUTS), to prevent financial loss to cattle farmers from cows death and loss, including in Gunungkidul Regency. However, the number of cattle farmers who participate in the AUTS is less than the target. This study aims to (1) determine the perceptions of cattle farmers who did not and participated in the AUTS on the attributes of AUTS, (2) determine the willingness to pay of cattle farmers who did not and participated in the AUTS for AUTS, (3) identifying the factors related to it. Research locations in Playen and Gedangsari sub-districts because there are the sub-districts with the largest group of cattle farmers who have participated in AUTS more than once in Gunungkidul Regency. Proporsional random sampling was used for 45 respondents of AUTS participants and 45 respondents of non AUTS participants. The method of measuring perceptions of cattle farmers on the AUTS attribute by responding 5 indicators by cattle farmers on a Likert Scale. This study used a Contingent Valuation Method in estimating the cattle farmer's WTP. The various factors that influence the farmer's WTP values were analyzed by using multiple linear regression models. Based on the results of the study, it was found that the perceptions of AUTS participants about AUTS attributes were better than non-AUTS participants. The willingness to pay for non-AUTS participants is lower than AUTS participants are 30,444 IDR and 40,111 IDR, respectively. Household income and participation in AUTS have a very significant positive effect on the farmers' willingness-to-pay for AUTS premiums in Gunungkidul Regency (P <0.00). Age and the number of families have a very significant and negative effect on the farmers willingness-to-pay for AUTS premiums in Gunungkidul Regency (P <0.05)
