ANALISIS KONTRIBUSI RETRIBUSI PASAR TERHADAP PENDAPATAN ASLI DAERAH (PAD) KABUPATEN KEBUMEN TAHUN 2010-2019

Pendapatan Asli Daerah adalah penerimaan yang diperoleh Pemerintah Daerah dari sumber-sumber dalam wilayahnya sendiri yang dipungut berdasarkan Peraturan Daerah. Retribusi Pasar adalah salah satu sumber untuk mengetahui kontribusi penerimaan retribusi pasar terhadap Pendapatan Asli Daerah Kabupaten Kebumen Tahun 2010-2019. Hasil analisis data dan pembahasan yang dilakukan menunjukkan bahwa rata-rata kontribusi Penerimaan Retribusi Pasar terhadap Pendapatan Asli Daerah 1,59%, masih dalam kriteria kurang memiliki kontribusi. Kurangnya Kontribusi Retribusi Pasar yang kecil terhadap Pendapatan Asli Daerah disebabkan oleh kebijakan Pemerintah Kabupaten Kebumen yang relatif kecil dalam menetapkan target untuk penerimaan Retribusi Pasar di Kabupaten Kebumen. Serta meningkatnya pasar-pasar yang ada di Kabupaten Kebumen tidak diikuti dengan pengawasan dan kontrol kepada dinas pasar sehinga masih banyak kebocoran yang terjadi dan menyebabkan banyak terdapat pasar-pasar liar dan kurangnya kerjasama masyarakat yang masih menunggak dan tidak teridentifikasi dengan tepat.

Local Own-Source Revenue is revenue received by the Regional Government from sources within its own territory which are collected based on Regional Regulations. Market Retribution is one source for increasing Local Own-Source Revenue. The purpose of this study was to determine the Revenue Contribution From Traditional Market To The Local Own-Source Revenue of Kebumen Regency in 2010-2019. The results of data analysis and discussion conducted indicated that the average contribution of Market Retribution to Local Own-Source Revenue was 1,59%, still in the criteria of lacking contribution. The lack of a small contribution to the retribution of the market towards Local Own-Source Revenue is also caused by the relatively small policy of the Kebumen Regency Government in setting targets for receiving market levies in Kebumen Regency. As well as the increasing markets in Kebumen Regency, it was not followed by supervision and control of the market service so that there were still many leaks that occurred and caused many illegal markets to occur and the lack of community cooperation that was still in arrears and not properly identified.
