Proyek Negara dan Budi Daya Cengkeh di Lampung Selatan, 1974-1987

Tujuan dari studi ini ialah untuk merekontruksi sejarah kebijakan dengan objeknya yaitu kebun cengkeh rakyat yang dilakukan pengembangan di Lampung Selatan tahun 1974-1987. Pengambilan topik tersebut dikarenakan sampai saat ini sejarah kebijakan dengan objeknya yaitu kebun cengkeh rakyat belum ada dalam historiografi Lampung. Permasalahan pokok pada penelitian ini adalah bagaimana kaitan kebijakan Orde Baru dalam pengembangan cengkeh melalui Proyek Pengembangan Cengkeh Lampung (PPCL) di Lampung Selatan. Metode yang digunakan pada studi ini adalah penelitian sejarah. Sumber yang digunakan meliputi arsip Kementerian Pertanian RI; Laporan Tahunan PPCL 1974 hingga 1987; surat kabar pada masa itu; dan telaah referensi yang relevan. Studi ini menemukan bahwa; pertama, tingkat struktur pengelolaan dan tingkat pengawasan proyek kebun cengkeh PPCL mempengaruhi tingkat kesuksesan proyek; kedua, terjadinya perubahan status petani menjadi buruh proyek; ketiga, pola perkreditan proyek merugikan petani peserta proyek. Tesis ini menyimpulkan bahwa PPCL sebagai suatu sistem pengembangan penanaman cengkeh rakyat yang dilaksanakan oleh pemerintah dengan tujuan mensejahterakan petani peserta proyek sebagai pemilik lahan justru menjadikan petani menjadi buruh proyek serta menambah beban bagi petani peserta proyek, sehingga tujuan proyek masih jauh dari kata tercapai.

The purpose of this study is to reconstruct the history of the policy with its object, namely the people's clove plantation which was developed in South Lampung in 1974-1987. The topic was chosen because until now the history of policy with its object, namely the people's clove garden, was not yet in the historiography of Lampung. The main problem in this research is how the New Order policy relates to clove development through the Lampung Clove Development Project (PPCL) in South Lampung. The method used in this study is historical research. The sources used include the archives of the Indonesian Ministry of Agriculture; PPCL Annual Report 1974 to 1987; newspapers at that time; and review relevant references. This study found that; first, the level of management structure and level of supervision of the PPCL clove plantation project affects the level of project success; second, there is a change in the status of farmers into project workers; third, the project lending pattern is detrimental to the farmers participating in the project. This thesis concludes that PPCL as a system for developing smallholder clove cultivation carried out by the government with the aim of prospering the farmers participating in the project as land owners actually makes farmers into project laborers and adds to the burden on project participants, so that the project objectives are far from being achieved.
