Pada penyelenggaraan Pemilu 2019, lebih dari 50% Warga Binaan Pemasyarakatan (WBP) di Lembaga Pemasyarakatan (Lapas) Kelas IIB Sleman, Yogyakarta tidak dapat menggunakan hak memilihnya dari dalam Lapas. Penelitian ini mencoba untuk melihat tantangan penyelenggara (Komisi Pemilihan Umum Kabupaten Sleman dan pihak Lapas Sleman) maupun WBP sebagai pemilih dalam pelaksanaan Pemilu 2019 di Lapas Sleman. Landasan teori dalam penelitian ini menggunakan konsep hak pilih dalam kerangka Hak Asasi Manusia, melihat pelaksanaan Pemilu di Lapas dalam konsepsi Pemilu inklusif serta hak politik narapidana dan tahanan dari segi kerentanannya sebagai pemilih pada Pemilu. Konsepsi pelanggaran hak pilih dari Sarah Birch digunakan dalam menganalisis hak memilih kelompok pemilih rentan (vulnerable groups) atau WBP Lapas Kelas IIB Sleman Yogyakarta. Data penelitian menunjukkan karakteristik kerentanan WBP atas haknya untuk memilih saat Pemilu dari dalam Lapas. Temuan utama menunjukkan kendala teknis dan administratif dalam menyelenggarakan pemilu yang inklusif di Lapas dari pihak KPU, Lapas, Dinas Kependudukan dan Pencatatan Sipil (Dukcapil) maupun WBP sebagai pemilih.

In the 2019 general election (Pemilu), more than 50% Prisoners of Corrections (WBP) in Lembaga Pemasyarakatan (Lapas) Kelas IIB Sleman cannot use their voting rights. This research tries to see the challenges of the organizers (the General Election Commission of Sleman Regency and the Sleman Prison) and the WBP as voters in the implementation of Pemilu 2019 in Lapas Sleman. The theoretical basis in this research uses the concept of suffrage within the framework of human rights, see the implementation of elections in prisons in the conception of inclusive elections and than the political rights of prisoners in terms of their vulnerability as voters in the election. Sarah Birch's conception of violation of voting rights is used in analyzing the right to vote for vulnerable groups or WBP Lapas Class IIB Sleman Yogyakarta. Research data shows the characteristics of the vulnerability of prisoners to their right to vote during elections from inside prisons. The main findings show the technical and administrative obstacles in holding inclusive elections in prisons from the KPU, Lapas, Civil Registry Office and WBP as voters.
