Water Broker: Pengusaha Air dan Pemenuhan Hak Air Warga Tambak Lorok, Kota Semarang

Tulisan ini menggali praktik penyediaan air oleh aktor di luar negara (aktor informal) dan kaitannya dengan pemenuhan hak atas air warga yang tinggal di di Kampung Tambak Lorok, Kota Semarang. Melalui konsep water informality dan water broker, tulisan ini menggali praktik usaha air sumur artesis yang dilakukan oleh warga Tambak Lorok, dan telah lama menjadi sumber air bersih warga di sana. Praktik ini disebabkan karena keterbatasan negara (melalui PDAM) untuk memenuhi kebutuhan air bersih dan air bersih warga adalah kebutuhan dasar manusia. Temuan utama tulisan ini adalah sektor informal seperti pengusaha sumur artesis tidak dapat dilepaskan dari tata kelola air di kawasan urban. Mereka hadir sebagai alternatif dari keterbatasan negara dalam memenuhi hak atas air. Sebagai pialang air, mereka menjual air dengan harga murah kepada warga. Walaupun, ada konsekuensi nyata dari penggunaan sumur artesis yakni penurunan tanah dan intrusi air laut ke lapisan tanah.

This paper explores the practice of water supply by non-state actors (informal actors) and its relation to fulfilling the rights to water of residents living in Tambak Lorok Village, Semarang City. Through the concepts of water informality and water broker, this paper explores the business practices of artesian well water carried out by Tambak Lorok residents and has long been a source of clean water for residents there. This practice is caused by the limitation of the state (through PDAM) to fulfill the people's need for clean water and clean water which is a basic human need. The main finding of this paper is that the informal sector such as artesian wells can not be separated from water management in urban areas. They exist as an alternative to the limitations of the state in fulfilling the water right. As water brokers, they sell water at low prices to residents. However, there are real consequences from the use of artesian wells, namely land subsidence and seawater intrusion into the soil layer.
