PENERAPAN PRINSIP FIVE FREEDOMS PADA KONSEP ANIMAL WELFARE DALAM PENGIRIMAN AYAM DI BALAI KARANTINA PERTANIAN (BKP) KELAS II YOGYAKARTA WILAYAH KERJA BANDAR UDARA ADISUCIPTO

Konsep kesejahteraan hewan merupakan gagasan yang muncul di abad ke-15 sebagai bentuk kedekatan hewan dan manusia. Konsep ini dapat dijabarkan menjadi kondisi atau keadaan manusia yang bertanggung jawab atas kesejahteraan hewan di sekitarnya. Kesejahteraan hewan dapat ditinjau melalui lima aspek kebebasan (five freedom). Penulisan tugas akhir ini bertujuan untuk memberikan gambaran penerapan prinsip five freedoms pada konsep animal welfare dalam pengiriman ayam melalui BKP Kelas II Yogyakarta Periode 3-14 Februari 2020. Metode pengambilan data dilakukan dengan pengamatan langsung dalam pemeriksaan dokumen, pemeriksaan fisik, pemeriksaan feses ayam yang dikirimkan dan pengamatan penerapan five freedom. Ayam yang dikirim dinilai dengan lima aspek kebebasan yaitu: (1) Bebas dari haus dan lapar; (2) Bebas dari rasa tidak nyaman; (3) Bebas dari rasa sakit, cidera dan penyakit; (4) Bebas berperilaku alami dan (5) Bebas dari takut dan stres. Hasil yang diperoleh saat periode pengambilan data yaitu terdapat dua pengiriman ayam Bangkok ke Medan dan ke Aceh dengan jumlah masing-masing 30 ekor dan dua ekor. Hasil pemeriksaan dokumen yang dilakukan menunjukkan keduanya memiliki dokumen yang sesuai dan lengkap, yaitu: Surat Keterangan Kesehatan Hewan (SKKH) dan surat hasil laboratorium bebas Avian Influenza (AI). Pemeriksaan fisik dan parasit di feses menunjukkan keduanya sehat dan tidak ditemukan parasit, namun dari hasil pengamatan five freedom of animal welfare, ayam yang dikirim belum memenuhi taraf kesejahteraan hewan dilihat dari cara pengepakan dan ketersediaan pakan dan minum di kandang. Berdasarkan hasil pengamatan dapat disimpulkan jika pengiriman ayam melalui BKP kelas II Yogyakarta pada periode 3 sampai dengan 14 Februari 2020 telah memenuhi persyarat dokumen dan kesehatan hewan, tetapi perlu peninjauan dan evaluasi lebih lanjut dalam penerapan five freedom sehingga konsep kesejahteraan hewan dalam pengiriman ayam dapat tercapai.

The concept of animal welfare is an idea that emerged in the 15th century as a form of the intimacy of animals and humans. This concept might be explained as the condition when human is being aware and responsible to animal welfare around them. Animal welfare could be assessed through five freedoms aspect. This final project was conducted to assess the five freedoms principal application to support the animal welfare concept on chicken's transport through BKP Class II Yogyakarta. The data were collected using direct observation on physical examination, documents examination, excreta examination and five freedom concept examination. The assessed aspects of five freedom concept on transported chickens were: 1. Free from thirst and hunger; 2. Free from discomfort; 3. Free from pain, injury and disease; 4. Free to behave naturally and 5. Free from fear and stress. Two shipments of Bangkok chickens were observed during data collection and delivered to Medan and Aceh with each 30 and two chickens. The document examination results showed that both of the shipments had appropriate and complete documents which are: Animal Health Certificate (SKKH) and Avian Influenza (AI)-free laboratory result. The physical and excreta (parasites) examination also showed that the chickens are healthy and there are no parasites observed. However, the five freedom of animal welfare observation results showed that the chickens that the transported chickens were not fulfil the animal welfare level yet due to the cage packaging and the availability of feed and drink in the cage. It could be concluded that in the period 3 to 14 February 2020 chicken transport through BKP class II Yogyakarta needs further review and evaluation, so the concept of animal welfare in chicken delivery can be achieved.
