PERSEPSI DAN PARTISIPASI MASYARAKAT DALAM PROGRAM PENGELOLAAN HUTAN BERSAMA MASYARAKAT (PHBM) DI DESA SAMBAK, KECAMATAN KAJORAN, KABUPATEN MAGELANG

Pengelolaan Hutan Bersama Masyarakat (PHBM) yang berjalan di dalam masyarakat desa hutan dibentuk oleh Perhutani sebagai upaya dalam pengoptimalan kawasan hutan. Dalam program PHBM, masyarakat yang tergabung dalam LMDH menjadi mitra sejajar yang mampu bekerjasama membangun, melindungi, dan memanfaatkan sumber daya hutan termasuk sektor wisata. Tujuan dari penelitian ini adalah untuk mengetahui persepsi dan tingkat partisipasi masyarakat, serta dampak dan mafaat dalam program PHBM di Desa Sambak, Kecamatan Kajoran, Kabupaten Magelang. Penelitian ini menggunakan metode survei dengan penentuan sampel menggunakan teknik purposive sampling. Pengambilan data dilakukan menggunakan kuesioner yang dibagikan kepada masyarakat sekitar hutan yang berpartisipasi dalam program PHBM, baik pengurus maupun anggota LMDH dengan total 30 responden. Data yang diperoleh dari hasil penelitian dikumpulkan menjadi satu kemudian dianalisis dengan menggunakan skala likert dan analisis deskriptif. Dari hasil perhitungan dapat menunjukkan tingkat persepsi dan partisipasi masyarakat dalam program PHBM yang dibagi menjadi 3 kategori yaitu tinggi, sedang dan rendah.Tingkat persepsi masyarakat di Desa Sambak, Kecamatan Kajoran, Kabupaten Magelang pada program PHBM secara umum berada pada kategori positif. Tingkat partisipasi masyarakat Desa Sambak, Kecamatan Kajoran, Kabupaten Magelang pada program PHBM terhadap kegiatan perencanaan, kegiatan pelaksanaan, dan kegiatan evaluasi dan monitoring berada pada kategori rendah. Adanya program PHBM Perhutani manfaatnya dapat dirasakan secara langsung oleh pihak-pihak terkait yang memiliki kepentingan dengan keberadaan hutan, dan utamanya adalah kepentingan masyarakat sekitar hutan. Manfaat yang dapat dirasakan masyarakat antara lain manfaat dari aspek ekonomi, lingkungan, dan sosial/budaya.

The Community Forest Management (PHBM) that runs in forest village communities was formed by Perhutani as an effort to optimize the forest area. In the PHBM program, communities who are members of the LMDH become equal partners who are able to work together to build, protect and utilize forest resources, including the tourism sector. The purpose of this study was to determine the perception and level of community participation in the PHBM program in Sambak Village, Kajoran District, Magelang Regency. This study used a survey method with the determination of the sample using purposive sampling technique. Data were collected using a questionnaire distributed to communities around the forest who participated in the PHBM program, both management and members of the LMDH with a total of 30 respondents. The data obtained from the research results were collected into one then analyzed using a Likert scale and descriptive analysis. The calculation results show that the level of community perception and participation in the PHBM program is divided into 3 categories, namely high, medium and low. The level of community perception in Sambak Village, Kajoran District, Magelang District on the PHBM program is generally in the high category. Meanwhile, the public's perception of the legal and social and economic aspects of the implementation of the PHBM program is in the medium category. The level of community participation in Sambak Village, Kajoran District, Magelang District in the PHBM program in planning activities, implementation activities, and evaluation and monitoring activities is in the low category.The benefits of Perhutani's PHBM can be felt directly by parties who have an interest in the existence of the forest, and primarily the interests of the community around the forest. Benefits that can be felt by the community include benefits from economic, environmental, and social / cultural aspects.
