DUA ISU RUMAH TANGGA DALAM SATU SETTING AGENDA (Memperjuangkan Perlindungan terhadap Pekerja Rumah Tangga (PRT) Melalui Penyelesaian Isu Rumah Tangga Kraton Yogyakarta)

Fokus dari studi ini, yakni persilangan dua isu dalam satu proses agenda setting, mempertemukan entitas yang terkesan tidak saling berhubungan. Di satu sisi ada isu perlindungan PRT, dan di sisi lain ada isu suksesi kekuasaan di Kraton Ngayogyokarto Hadiningrat. Studi ini menelaah gejala senyawaan agenda. Dua isu yang sama sekali berlainan, bukan hanya pertemuan dalam satu proses, melainkan menyelamatkan salah satu agenda kebijakan. Suksesi sebagai agenda memang belum berlangsung, namun dinamika yang berlangsung menunjukkan agenda yang macet jutru bisa berlangsung. Untuk menjelaskan persilangan agenda tersebut di atas, studi ini menggunakan metode kualitatif dengan design studi kasus, dan mencoba untuk menghindari simplifikasi proses kebijakan sekedar sebagai proses perjuangan kepentingan para aktor. Konteks kelangsungan proses kebijakan. Dalam dua isu kebijakan, perempuan sama-sama dikonstruksi sebagai korban-korban ketidak-adilan, dan karenanya perlu dibela. Jelas, keluarga kraton memiliki kapasitas politik yang besar untuk ikut menggulirkan agenda kebijakan, dan perjumpaan kepentingan mudah dijelaskan. Yang menarik untuk dicatat adalah bahwa, keduanya bertemu dalam satu koalisi pewacanaan yang berguna untuk menyukseskan advokasi di domain masing-masing. Temuan dari studi ini menunjukkan bahwa titik agenda yang merupakan penyebab yang mempertemukan dua isu adalah adalah isu gender, khususnya peran perempuan dalam domain publik. Pertemuan dua isu ini yang menyebabkan terbukanya policy window melibatkan berbagai dinamika, termasuk koalisi-advokasi, berhasil memindah rel policy-making dari jenjang pemerintahan lebih tinggi, dan lebih menekuni isu-isu pada level praktis-operasional. Keistimewaan Yogyakarta ternyata berperan sebagai platform untuk mengaktualisasikan kearifan lokal, menunjukkan kekuatan faktor kultural. Aspek kultural inilah yang mempercepat perjumpaan problem stream, policy stream dan political stream, sehingga membuka jendela peluang (policy windows) bagi suksesnya suatu agenda kebijakan dalam proses agenda setting.

This study focuses on the meeting of two issues in one agenda setting, which aims to settle the entities that seem to be not related to each other. On the one hand, there is an issue of protection of domestic workers, and on the other hand, there is an issue of power succession in the Ngayogyokarto Hadiningrat Palace. This study examines the symptoms of the meeting of multiple agendas. It is about two different issues; it is not only to settle them in one process, but also to save one of the policy agendas. Succession, as an agenda, has not yet taken place, but the ongoing dynamics shows that the jammed agenda is possible to continue. To explain the meeting of the agenda mentioned above, this study uses a qualitative method applying case study research design and tries to avoid simplifying the policy process as merely a struggle process for the interest of all actors. The context is the continuity for the policy process. In two policy issues, women are constructed as victims of injustice, and thus need to be defended. It is clear that the Royal Family has sufficient political capacity to cease the policy agenda, and the conflict of interest can be overcome. It is important to know that the two issues meet in one discourse coalition, which is useful for the success of advocacy in each domain. The findings of this study show that the agenda point, which brings the two issues, is gender issue, especially the role of women in the public domain. The meeting of these two issues, which leads to the opening of the policy window, involves various dynamics, including advocacy coalition, succeeded in moving policy-making rails from higher level of government, and focused more on issues at the practical-operational level. The special features of Yogyakarta actually act as a platform for actualizing local wisdom, showing the strength of cultural factors. This cultural aspect accelerates the encounter of problem streams, policy streams, and political streams, which open a window of opportunity (policy windows) for the success of a policy agenda in the agenda setting process.
