Intisari Tesis ini bertujuan mengeksplorasi transformasi voluntarisme Pilpres 2019, melalui gerakan Sekertariat Nasional Jaringan Warga Indonesia (Seknas Jokowi) DIY sebagai salah satu barisan anggota relawan Joko Widodo. Penelitian ini berpijak dari kerangka konsep partisipasi politik Huntington dan Nelson, yaitu: (1) partisipasi politik otonom dengan wujud sukarela dan (2) partisipasi politik non otonom dengan wujud mobilisasi. Karya ini dimaksudkan untuk menjelaskan perubahan mendasar makna kesukarelawanan dan pertarungan kepentingan di tubuh relawan politik. Pertayaan penelitian yang diusung adalah Bagaimana transformasi terjadi dalam voluntarisme Seknas Jokowi DIY pada Pilpres 2019, dan bagaimana dampak transformasi mempengaruhi gerakan relawan. Penelitian tesis ini menggunakan studi kasus eksplanatoris pendekatan kualitatif. Penggunaan metode ini dikarenakan dapat menjawab pertanyaan mendalam tentang transformasi dan wujud politik kepentingan relawan dengan partai politik. Penulis mengedepankan penjelasan komperhensif ketimbang sekedar memberikan konfirmasi terhadap suatu permasalahan. Sedangkan pendekatan kualitatif sangat cocok untuk menganalisis fenomena kejadian dan tindakan aktivis relawan dan partai politik pengusung Joko Widodo. Penulis menemukan bahwa terjadi transformasi akibat masuknya kepentingan-kepentingan elit dan partai politik dalam setiap agenda gerakan voluntarisme. Diakomodirnya aktivis kunci Seknas Jokowi dan masuknya gerakan relawan menjadi bagian tim Adhoc yang dibentuk partai politik semakin mengafirmasi bahwa gerakan kesukarelawanan ini sulit dikategorikan sebagai bagian dari kesadaran warga negara secara murni. Partisipasi politik otonom tidak bekerja secara penuh, sebaliknya yang terjadi partisipasi aktivis relawan telah dimobilisasi dan dikontrol oleh elit politik. Gerakan sukarela relawan Joko Widodo untuk memenangkan Pilpres 2019 tidak menjadi agenda prioritas, partisipasi aktif yang bersifat otonom secara gradual dibelokkan para kader partai politik menjadi aktivitas untuk kepentingan elit dalam Pemilihan Legislatif.

This thesis aims to explore voluntarism's transformation for the 2019 Presidential Election through the DIY Indonesian Citizens Network National Secretariat (Seknas Jokowi) movement as one of Joko Widodo's volunteer members. The research is based on Huntington and Nelson's political participation concept, namely: (1) autonomous political participation in voluntary form and (2) non-autonomous political participation in the form of mobilization. This work will explain the fundamental changes in the meaning of volunteering and the struggle for the interests within political volunteers. The research question raised was how the transformation took place in the voluntarism of the DIY Jokowi National Secretariat in the 2019 Presidential Election and how the transformation affected the volunteer movement. This thesis research uses an explanatory case study with a qualitative approach. The method is used because it can answer deep questions about the transformation and form of volunteers' political interests with political parties. The author puts forward a comprehensive explanation rather than just confirming a problem. Meanwhile, the qualitative approach is appropriate for analyzing the phenomenon of events and actions of volunteer activists and political parties that bear Joko Widodo. The author found a transformation due to the inclusion of elite interests and political parties in every agenda of the voluntarism movement. The accommodation of critical activists from the National Secretariat for Jokowi and the volunteer movement's entry to become part of the Adhoc team was formed by political parties. This further affirms that this volunteer movement is challenging in categorizing the genuine citizen awareness. Autonomous political participation does not fully work; on the contrary, the participation of volunteer activists was mobilized and controlled by the political elite. Joko Widodo's volunteer movement to win the 2019 Presidential Election was not a priority agenda; active and autonomous participation has gradually diverted political party cadres into activities for the elite's interests in the Legislative Election.
