PROSES PEMBERDAYAAN YANG BERPERAN DALAM MENDORONG TUMBUHNYA PARTISIPASI MASYARAKAT DI KAMPUNG KB GADIS KELURAHAN TEGALREJA, KECAMATAN CILACAP SELATAN, KABUPATEN CILACAP, JAWA TENGAH

Penelitian ini mengkaji tentang proses pemberdayaan di Kampung KB GADIS yang berperan dalam menumbuhkan partisipasi masyarakat. Kampung KB GADIS merupakan Kampung KB yang dinilai unggul dalam bidang partisipasi masyarakat di tengah permasalahan ketidakberlanjutan program Kampung KB di lingkup nasional. Melalui deskripsi tentang proses pemberdayaan dan partisipasi yang dihasilkan maka kemudian dilakukan analisa untuk mengetahui aspek apa saja yang berperan dalam mendorong maupun menghambat terjadinya partisipasi. Penelitian ini dilakukan dengan metode kulaitatif deskriptif. Penentuan informan dilakukan dengan teknik purposive. Informan pada penelitian ini adalah Kepala Kelurahan; PLKB; fasilitator; pengurus Kampung KB GADIS; Kader KB di wilayah Tegalreja; pengelola kelompok kegiatan; perangkat RT, RW, maupun PKK; Pasangan Usia Subur (PUS); serta masyarakat umum. Teori yang digunakan sebagai pisau analisa dalam penelitian ini adalah teori dan konsep tentang pemberdayaan maupun partisipasi masyarat, termasuk juga teori tentang tangga partisipasi publik yang dikemukakan oleh Sherry R.Arnstein. Lokasi penelitian ini di wilayah Kampung KB GADIS, Kelurahan Tegalreja, Kecamatan Cilacap Selatan, Kabupaten Cilacap, Jawa Tengah. Hasil dari penelitian ini menunjukkan bahwa proses pemberdayaan di Kampung KB GADIS meliputi tahap perencanaan, pelaksanaan, maupun evaluasi. Pada pelaksanaan setiap tahapannya masih diwarnai adanya dominasi elit, yaitu pemerintah maupun tokoh masyarakat. Partisipasi kalangan tokoh masyarakat pada kegiatan lintas sektor berada pada level partisipasi delegated power sebagai tingkatan partisipasi yang mendekati konsep ideal. Sedangkan partisipasi anggota masyarakat pada kegiatan lintas sektor mencapai level partisipasi informing. Partisipasi dari tokoh maupun anggota masyarakat pada program KKBPK juga menempati level partisipasi informing yang masih jauh dari konsep ideal partisipasi. Terdapat 3 aspek yang mendorong terjadinya partisipasi di Kampung KB GADIS, yaitu adanya keterlibatan tokoh masyarakat pada proses perencanaan kegiatan Kampung KB GADIS; adanya kesamaan antara tujuan program Kampung KB dengan cita-cita tokoh masyarakat; dan karena adanya penghargaan bagi pengurus Kampung KB GADIS. Sedangkan aspek yang menghambat terjadinya partisipasi yaitu karena adanya pengabaian terhadap masyarakat pada proses pemberdayaan di Kampung KB GADIS dan juga tidak adanya kesempatan bagi masyarakat untuk ikut berperan dalam perencanaan program KKBPK.

This research examines about empowerment process in Kampung KB GADIS which succeeded in fostering community participation. Kampung KB GADIS is a best practice of Kampung KB program in the field of community participation in the midst of the unsustainability of Kampung KB program in the national scope. Through description of empowerment process and participation result, an analysis is then carried out to find what aspects play a role in encouraging and inhibiting on community participation. This research was conducted using descriptive qualitative methods. The determination of informants was done by using purposive technique. Informants in this research are Headman of Tegalreja village; Field Officer of Keluarga Berencana program; Facilitator Kampung KB GADIS; Manager of Kampung KB GADIS; cadre KB in Tegalreja; Activity Group Manager of Kampung KB; Head and Staff of Rukun Tetangga (RT), Rukun Warga (RW) and Pembinaan Kesejahteraan Keluarga (PKK); Couples of Childbearing Age (PUS); and local society. The theory used in this study is the theory and concept of empowerment and participation, including theory of the ladder of public participation by Sherry R. Arnstein. Research location is in the region of Kampung KB GADIS located in Tegalreja village, Cilacap Selatan district, Cilacap- Central Java. The results of this study indicate that the empowerment process in Kampung KB GADIS are includes on stages of planning, implementation, and also evaluation. In the implementation of each stage, there is found that still any elite domination from government and community leaders. The participation of community leaders in cross-sectoral activities is at the delegated power level as a participation level that is close to the ideal concept. While the participation of community on cross-sector activities reached the informing level. Participation of community and its leader in the KKBPK program also accupies the informing level which is still far from the ideal concept of participation.There are 3 aspects that encourage participation in Kampung KB GADIS. First, the involvements of community leaders in the planning stage. Second, there is a similarity between the objectives of the Kampung KB program and dreams of the community leaders. Third, there is always an award for the Kampung KB GADIS's management from their leader. Otherwise, the aspects that hinder community participation are the exclusion of society to the empowerment process, and also there is no community involvement in the planning stage of KKBPK program.
