THE ROLE OF WAREHOUSE RECEIPT SYSTEM ON SEAWEED FARMERS IN MAKASSAR, SOUTH SULAWESI

Dua masalah utama yang sering terjadi dan menjadi tantangan konstan bagi petani di Indonesia adalah biaya produksi yang tinggi dan harga produk pertanian yang rendah pada saat panen. Menyadari kondisi ini, pada tahun 2006, Pemerintah Indonesia melalui Kementerian Perdagangan menerapkan sistem yang disebut Sistem Resi Gudang (SRG). Sistem Resi Gudang (SRG) adalah program pemerintah yang dirancang untuk membantu mengatasi masalah ini. Terdapat 17 (tujuh belas) komoditas yang disetujui untuk disimpan di Gudang SRG, salah satunya adalah rumput laut. Studi sebelumnya menunjukkan bahwa resi gudang telah digunakan sejak peradaban Mesopotamia. Berbagai bentuk sistem ini telah mengalami transformasi dan sistem tersebut bervariasi dari satu negara ke negara lain. Namun, SRG untuk komoditas rumput laut masih tergolong baru, sehingga penelitian di bidang ini masih baru. Dalam makalah ini, melalui pendistribusian survei kuisioner ditambah dengan wawancara lanjutan pada 93 sampel acak petani rumput laut di wilayah tersebut, tujuan penulis adalah untuk mengetahui peran SRG bagi pembudidaya rumput laut di Makassar, Sulawesi Selatan, Indonesia. Melalui penelitian ini penulis memastikan bahwa SRG berhasil meningkatkan pendapatan petani rumput laut di Sulawesi Selatan. Dari sisi non-finansial, SRG juga berhasil mengubah pola pikir petani menuju pendekatan pertanian yang lebih berwawasan bisnis, yang juga memungkinkan petani memiliki kehidupan yang lebih aman dan komunitas yang lebih kuat. Meski belum sukses besar, SRG telah menciptakan kesan hidup yang lebih baik bagi para petani rumput laut. Ada juga beberapa rekomendasi kebijakan yang telah disimpulkan melalui studi ini; membangun lebih banyak gudang SRG, melakukan distribusi informasi yang tertata dengan baik, membentuk satgas yang melibatkan semua pelaku, dan terakhir meningkatkan informasi teknologi dan peningkatan kapasitas bagi para petani.

Two central problems that often occur and are a constant challenge to farmers in Indonesia are high production costs and low prices for agricultural products at the time of harvest. Being well aware of this condition, in 2006, the Government of Indonesia, through the Ministry of Trade, implemented a system called the Warehouse Receipt System (WRS). The Warehouse Receipt System (WRS) is a government program designed to help alleviate this problem. There are 17 (seventeen) commodities approved for storage in the WRS Warehouses, one of which is seaweed. Past studies show that warehouse receipts have been used since the Mesopotamian civilization. Various forms of this system have been experiencing transformations and the systems vary from country to country. Yet, the WRS for seaweed commodities is still relatively new, so research is new to this area. In this paper, through the distribution of a questionnaire survey coupled with follow up interviews on 93 random samplings of seaweed farmers in the area, the author's goal is to determine the role of the WRS for the seaweed farmers in Makassar, South Sulawesi, Indonesia. Through this study the author ascertained that the WRS succeeded in increasing the income of the seaweed farmers in South Sulawesi. From the non-financial side, the WRS also succeeded in changing the mindset of farmers towards a more businesswise approach to farming, which has thereby also enabled farmers to have a more secure life and a more robust community. Even though it has not been a great success, the WRS has created the impression of the seaweed farmers of a better life. There are also several policy recommendations has been drown through this study; to build more WRS warehouses, to make a well-ordered distribution of information, to create a task force involving all the actors, and last but not least to upgrade the technology information and capacity building for the farmers.
