Strategi Komunikasi dan Peran Penyuluh Agama Islam Fungsional dalam Upaya Kontra Radikalisasi di Kabupaten Sukoharjo Provinsi Jawa Tengah

Kontra radikalisasi telah menjadi isu yang menarik sebagai upaya mencegah radikalisme di masuyarakat. Pelibatan Penyuluh Agama Islam (PAI) yang dimiliki Kementrian Agama (Kemenag). Mengingat posisinya yang sangat strategis, karena setiap harinya bersentuhan langsung dengan masyarakat dalam pembinaan agama masyarakat. Penelitian ini ingin melihat sejauh mana PAI khususnya penyuluh agama Islam fungsional (PAIF) diperankan oleh Kemenag dalam upaya kontra radikalisasi serta bagaimana strategi komunikasinya. Penelitian yang menggunakan metode deskriptif kualitatif ini mengambil lokasi di Kabupaten Sukoharjo tepatnya di Kemenag Sukoharjo. Hasil penelitian menunjukkan bahwa Kemenag telah menetapkan program diseminasi moderasi Islam dalam Renstra 2015-2020 sebagai kontra radikalisasi, yang oleh Ditjen Bimas Islam diprogramkan optimalisasi peran penyuluh agama Islam, namun sampai akhir Renstra upaya tersebut belum terealisasi ke tingkat penyuluh. Sementara Kemenag Sukoharjo mengambil langkah strategi, yaitu memberlakukan keputusan Dirjen Bimas Islam No. 297/2017 sebagai acuan untuk mulai memberikan penyuluhan radikalisme sebagai upaya kontra radikalisasi. Adapun strategi komunikasinya adalah membagi spesialisasi tugas kebimas-islaman sebagai strategi penetapan komunikator, menetapkan moderasi Islam sebagai strategi penetapan pesan, menerbitkan buletin penyeimbang narasi radikalisme sebagi strategi pemilihan media dan saluran komunikasi dan melakukan gerakan bersih masjid serta pembentukan forum silaturahmi pengurus masjid sebagi strategi penetapan sasaran penyuluhan. Namun berdasarkan hasil analisis ternyata strategi tersebut lebih sekedar merespon situasi sosial dan problem penyuluhan agama Islam dan belum merupakan hasil proses kajian strategi komunikasi yang telah dilakukan oleh Kemenag Sukoharjo. Dalam implementasi strategi tersebut, PAIF Sukoharjo belum keluar dari peran umumnya yaitu sebagai penerang dalam penyuluhan langsung. Penyuluhan radikalisme maupun moderasi Islam belum dijadikan program kegiatan penyuluhan. Namun dalam penyuluhan tidak langsung, PAIF justru sudah melakukan beberapa peran kontra radikalisasi, yaitu peran penerang dan pendidik dengan menerbitkan buletin kontra narasi radikalisme dan peran advokatif dan organisatoris dengan melakukan program gerakan bersih masjid dan pembentukan forum silaturahmi pengurus masjid sebagai upaya pencegahan radikalisme di masyarakat.

The counter-radicalization effort is crucial in the midst of the radical groups. The involvement of various parties has been a necessity. One of which involves the Islamic Extension Worker (IEW) owned by the Ministry of Religious Affairs (MoRA). Given its strategic position, where they always come in direct touch with the community in the development of religious affairs. This research examines how more portrayed their role, particularly the Functional Islam Extension Worker (FIEW) in the effort to counter radicalization as well as how their communication strategy. This research, using qualitative method was taking location in Sukoharjo Regency precisely in the MoRA of Sukoharjo. The results show that MoRA eventually has established the dissemination programs of Islamic moderation in its strategic planning for 2015-2020 as a counter-radicalization, which was by the Directorate General of Islamic Community Guidance programed in optimizing the role of Islamic religious extension, but until the end of the strategic planning, the effort has not been realized to the extension level. While the MoRA of Sukoharjo took a strategic step, namely to apply the decree of the Director General of Islamic Guidance No. 297/2017 as a reference to begin providing the radicalism extension as a counter-radicalization attempt. The communication strategy was to divide the specialization of the duties of Islamic guidance (called kebimas-islaman) as a communicator strategy, set the moderation of Islam as a message strategy, publishes a counterbalancing newsletter of radicalism as a strategy for the selection of media and communication channels, and perform the cleaning mosque movements and establish a forum for mosque managers as a target outreach strategy. Based on the analysis results, the strategies were no more than responding to social situations and problems of the Islamic religious extension and has not been the result of the process of communication strategy conducted by MoRA of Sukoharjo. The impact was in the level of implementation, FIEW of Sukoharjo has never pulled out of a common role of extension, namely the informative role in the direct extension. The extension of radicalism and moderation of Islam has not become one of their extension programs. But in the other hand particularly in indirect extension, FIEW has played a significant role of counter-radicalization, namely the informative and educative role by publishing a bulletin countering narrative radicalism, and the advocative and organization role by conducting a program of cleaning mosque movements and the establishment of a forum for mosque manager as an effort to prevent radicalism in society.
