PERSEPSI MASYARAKAT TERHADAP SERTIFIKASI HUTAN RAKYAT SKEMA SVLK DAN PHBML LEI DI DESA SENDANGSARI, KECAMATAN PAJANGAN, KABUPATEN BANTUL

Sertifikasi hutan rakyat ditujukan untuk mendorong dilaksanakannya pengelolaan hutan rakyat secara lestari baik secara ekonomi, sosial maupun ekologi. Persepsi masyarakat terhadap sertifikasi hutan rakyat tersebut diduga berpengaruh terhadap kelancaran dan keberhasilan proses sertifikasi. Penelitian ini bertujuan untuk mengetahui persepsi masyarakat Desa Sendangsari terhadap sertifikasi hutan rakyat dan dampak dari persepsi tersebut terhadap pengelolaan hutan rakyat. Metode penelitian yang digunakan dalam penelitian ini adalah studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan dan studi dokumentasi. Informan ditentukan dengan teknik snowball sampling. Analisis data dilakukan melalui tahapan: reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa persepsi masyarakat Desa Sendangsari terhadap sertifikasi hutan rakyat yaitu : a) sertifikasi hutan rakyat menguntungkan, b) sertifikasi hutan rakyat merupakan pembelajaran, c) sertifikasi hutan rakyat merupakan investasi, dan d) sertifikasi hutan rakyat dapat mendukung legalitas pengelolaan hutan rakyat. Dampak yang ditimbulkan dari persepsi tersebut adalah : a) masyarakat melestarikan hutan rakyat, b) masyarakat mengetahui cara pengelolaan hutan rakyat serta hasil hutan rakyat, c) masyarakat mengakses permodalan untuk usaha, dan d) masyarakat menjual kayu dengan sertifikat SVLK serta berkeinginan untuk memperpanjang sertifikasi hutan rakyat mereka.

ABSTRACT The certification of privat forest has an objective to encourage the implementation of privat forest management whether economically, socially, and ecologically. Public perception of privat forest certification is assumed to have an effect on the smoothness and the success of certification process. The purpose of this research is to determine the perceptions of Sendangsari Village society towards privat forest certification and the impact of these perceptions in privat forest management. This research will use a case study method. The data of the research will be collected through in-depth interviews, field observations, and documentation studies. The informants will be determined by snowball sampling technique. Data analysis will be carried out in three stages: data reduction, data presentation, and withdrawal. The results showed that the community's perceptions of Sendangsari Village towards privat forest certification are: a) privat forest certification is profitable, b) privat forest certification is about learning, c) privat forest certification is an investment, and d) privat forest certification can support legality of privat forest management. The impacts of these perceptions are: a) the society conserve forests, b) they know how to manage forests and the products, c) they access the capital for their businesses, and d) they sell timber with SVLK certificate and want to extend their forest certifications.
