The Impact of School Operational Assistance Program (BOS) Implementation at School-Level Towards Enrolment of Secondary Education by Households

Pendidikan dikenali di seluruh dunia sebagai salah satu kunci dalam membangun sumber daya manusia suatu negara untuk masa depan yang lebih baik. Dengan tingkat partisipasi sekolah pada Sekolah Dasar mendekati tingkat universal, banyak pemerintahan yang beralih untuk fokus agar murid melanjutkan dan menyelesaikan pendidikan mereka sampai menyelesaikan Sekolah Menengah Atas (SMA) atau Sekolah Menengah Kejuruan (SMK). Indonesia sudah menunjukan banyak upaya untuk mengembangkan kesejahteraan pendidikan di Indonesia. Dengan membesarnya anggaran untuk pendidikan, berbagai program pemerintah telah dikembangkan untuk membantu murid-murid dalam masa belajar mereka, salah satunya Bantuan Operasional Sekolah (BOS) yang sudah berjalan hampir 2 dekade. Penelitian ini bertujuan untuk mempejalari dampak implementasi BOS di tingkat sekolah kepada pendaftaran SMA dan SMK oleh rumah tangga. Dengan menggunakan Propensity Score Matching (PSM), ditemukan bahwa murid yang mendapatkan BOS pada masa Sekolah Dasar dan Sekolah Menengah Pertama mempunyai kemungkinan lebih tinggi untuk melanjutkan atau menyelesaikan sampai SMA. Hasil ini menunjukan bahwa pengeluaran Pendidikan dalam bentuk BOS dapat mendorong rumah tangga untuk mendaftarkan anak mereka ke tingkat Pendidikan selanjutnya.

Education is recognized worldwide as one of the key elements in developing the human capital of a nation for a prosperous future. With an almost universal enrollment in primary education, many governments have shifted their focus on the motivation of students to continue and finish their education to secondary education. Indonesia has shown extensive efforts in developing its educational well-being. With a growing budget for educational expenditure, various government programs had been developed to assist students in their learning, one notable program being the School Operational Assistance Program (BOS) which has been running for 2 decades. This paper aims to study the impact of implementation of BOS at a school level on senior secondary school enrollment by households. By using Propensity Score Matching (PSM), it was found that students who did receive BOS are likely to continue their education to senior secondary education though the results. This shows that a public education expenditure in the form of a school subsidy from the government could encourage the students to pursue higher education particularly for students coming from poorer households.
