Evaluasi Kinerja Proyek Pembangunan dan Pemeliharaan Instalasi Jaringan Gas Bumi untuk Rumah Tangga PT PGN (Persero) Tbk Area Cirebon

Cadangan minyak bumi yang kian menipis merupakan faktor utama pengalihan bahan bakar minyak menjadi bahan bakar gas. Pengenalan pertama bahan bakar gas ke masyarakat yaitu dengan adanya tabung gas yang sering disebut gas melon. Gas melon memiliki kekurangan dari segi pendistribusian yang kurang praktis. Jaringan gas rumah tangga (jargas) adalah upaya Pemerintah untuk mengurangi penggunaan bahan bakar minyak dengan pendistribusian lebih efektif. Program jargas diperuntukkan bagi sektor rumah tangga dan industri kecil. Tahun 2024, Pemerintah menargetkan jargas mampu mengalirkan gas bumi sebanyak 4 juta SR di seluruh Indonesia. Dibutuhkan kontrol dan pengendalian proyek dengan metode yang tepat untuk mencapai target tersebut. Di samping pengendalian proyek dari segi biaya dan waktu, aset instalasi jargas membutuhkan pengelolaan dan pemeliharaan yang tepat pula. Pekerjaan ini diserahkan kepada PT PGN (Persero) Tbk sebagai subholding gas. Tujuan dilakukannya penelitian ini untuk mengevaluasi kinerja waktu dan biaya proyek pembangunan dan pemeliharaan instalasi jargas di Kabupaten Cirebon tahun 2019 menggunakan Metode Earned Value, mengetahui Standar Operasional Prosedur (SOP) pengelolaan dan pemeliharaan instalasi pipa gas bumi sekaligus melakukan evaluasi terhadap penerapan pengelolaan dan pemeliharaan pipa gas tersebut di lapangan. Dari analisis yang telah dilakukan, diperoleh kesimpulan bahwa proyek diselesaikan tepat waktu dan terdapat penghematan biaya sebesar Rp71.456.125,00. Mengacu pada hasil wawancara dengan Koordinator Operational and Maintenance Jargas Area Cirebon, sistem pemeliharaan aset instalasi jargas sudah memiliki prosedur tersendiri namun peralatan dan SDM yang tersedia di Area Cirebon belum mencukupi untuk mengelola aset tersebut. Pada penelitian selanjutnya, diharapkan peneliti mampu terjun ke lapangan untuk mengamati proyek jargas dan pemeliharaan instalasi pipa tersebut secara langsung sehingga pembahasan yang diperoleh lebih mendalam.

The dwindling petroleum reserves are the main factor in the conversion of oil fuel to gas fuel. The first introduction of natural gas to the public was the gas cylinder which is often called melon gas. Melon gas has disadvantages in terms of distribution which is less practical. The household gas network (jargas) is the Government's effort to reduce the use of fuel oil by distributing it more effectively. The jargas program is intended for the household sector and small industry. By 2024, the Government is targeting jargas to be able to flow natural gas as much as 4 million SR throughout Indonesia. It takes control and project control with the right method to achieve these targets. Apart from controlling the project in terms of cost and time, installation assets require proper management and maintenance. This work was submitted to PT PGN (Persero) Tbk as the gas sub-holding. The purpose of this research is to evaluate the time and cost performance of the construction and maintenance project of jargas installation in Cirebon Regency in 2019 using the Earned Value Method, knowing the Standard Operating Procedures (SOP) for the management and maintenance of natural gas pipelines as well as evaluating the implementation of gas pipeline management and maintenance. in the field. From the analysis that has been done, it is concluded that the project was completed on time and there was a cost savings of IDR 71,456,125.00. Referring to the results of interviews with the Cirebon Area Jargas Operational and Maintenance Coordinator, the jargas installation asset maintenance system already has its procedures but the equipment and human resources available in the Cirebon Area are not sufficient to manage these assets. In further research, it is hoped that the researcher will be able to go into the field to observe the jargas project and maintenance of the pipe installation directly so that the discussion obtained is more in-depth.
