Badan Narkotika Nasional Kota Yogyakarta (BNN-YK) merupakan sebuah Lembaga Pemerintahan Non Kementerian (LPNK) Indonesia yang melaksanakan tugas pemerintah di bidang pencegahan, pemberantasan, penyalahgunaan, peredaran gelap narkotika, psikotropika dan zat adiktif lainnya (P4GN). Badan Narkotika Nasional Kota Yogyakrta memiliki tugas fungsi, wewenang yang harus dipertanggungjawabkan kepada rakyat dan pemerintah Indonesia. Penelitian ini akan menganalisis kinerja Badan Narkotika Nasional Kota Yogyakarta (BNNK- YK) untuk mengetahui faktor kekurangan dan faktor kelebihan dalam pelaksanaan kinerja sistem birokrasi Badan Narkotika Nasional Kota Yogyakarta (BNNK-YK). Penelitian ini adalah penelitian kepustakaan, menggunakan metode penelitian kualitatiffilsafati. Langkah metodis yang ditempuh adalah deskripsi, analisis, interpretasi, holistika(Bakker,1990:91). Objek material penelitian ini adalah sistem birokrasi Badan Narkotika Nasional Kota Yogyakarta (BNNK-YK), dan objek formal penelitian ini etika administrasi. Hasil penelitian ini sebagai berikut: dalam perspektif etika administrasi, khususnya aspek ciri esensial birokrasi dan prinsip-prinsip etika administrasi, tidak ditemukan problem mendasar dalam sistem birokrasi BNNK-YK. Kekurangan dalam sistem birokrasi BNNK-YK sehingga mempengaruhi kinerja kurang optimal adalah karena keterbatasan sumber daya manusia, dan dana.

Yogyakarta National Narcotics Board (BNN-YK) is a non-ministerial government institution (LPNK) that carries out goverment's duties in the prevention, eradication, abuse, illegal trade of narcotics, psychotropics, and other addictive substances (P4GN). It has the functions and the authority to be held responsible for citizens and Indonesia government. This research analyzes the performance of Yogyakarta National Narcotics Board (BNN-YK) and conducted to learn its shortcomings and its excellences in performing the bureaucratic system.This research is a library research using the qualitative-philosophical research method. The methodical steps conducted are description, analysis, interpretation and holistic. (Bakker,1990:91). The material object of this research is the bureaucratic system of Yogyakarta National Narcotics Board (BNN-YK), and the formal object of this research is administrative ethics. The results of this study are as follows: from the perspective of administrative ethics, specifically the aspects of the essential characteristics of the bureaucracy and the principles of administrative ethics, there are no fundamental problems found in the BNNK-YK bureaucratic system. The shortcomings found in the BNNK-YK bureaucratic system that affect the performance are due to limited human resources and financial source.
