Dinamika Wacana Politik dalam Proyek Reklamasi Teluk Jakarta Periode 2016-2019

Gagasan untuk membangun pulau buatan atau reklamasi di Teluk Jakarta sudah mulai dicanangkan sejak era orde baru. Sejak era tersebut hingga masa kini, wacana yang bergulir di antara aktor politik sering menghadirkan perdebatan ditengah masyarakat. Hal tersebut mengindikasikan berpengaruh terhadap kelangsungan proyek reklamasi di Teluk Jakarta. Penelitian ini akan membahas mengenai pengaruh dari wacana antar aktor politik sehingga berhasil mempengaruhi kelanjutan proyek reklamasi. Dengan menggunakan pendekatan kualitatif dengan metode analisis wacana, penelitian ini akan membedah bagaimana wacana untuk meningkatkan kesejahteraan masyarakat dalam bidang ekonomi dan memperbaiki kondisi lingkungan kawasan Teluk Jakarta yang selalu coba dihadirkan oleh negara tetap memiliki perlawanan dari masyarakat terdampak. Limitasi periodisasi dalam penelitian ini pada tahun 2016-2019 karena pada periode ini isu tentang reklamasi sedang hangat dibahas ditengah publik dan terdapat ajang Pemilihan Kepala Daerah (Pilkada). Hasil penelitian ini menunjukkan pemerintah pada setiap periodenya mengeluarkan wacana kebijakan yang berpihak kepada masyarakat namun memiliki perbedaan paradigma terhadap proyek reklamasi serta tidak berpengaruh terhadap kelangsungan proyek reklamasi. Namun, wacana yang coba digulirkan oleh pemerintah tersebut mendapatkan perlawanan dimana masyarakat tidak merasa sejahtera dengan apa yang dilakukan oleh pemerintah. Pilkada yang menjadi arena kontestasi juga membuktikan wacana yang digulirkan dapat mempengaruhi masyarakat untuk kepentingan elektoral. Sehingga, apapun wacana yang bergulir kebijakan reklamasi tetap berjalan.

The idea of building an artificial island or reclamation in Jakarta Bay has started since the New Order era. Since that era until now, the discourse that has been circulating among political actors has often presented debates in the community. This indicates an effect on the continuity of the reclamation project in Jakarta Bay. This research will discuss about the influence of discourse between political actors so that they succeed in influencing the continuation of the reclamation project. By using a qualitative approach with the method of discourse analysis, this study will dissect how the discourse to improve the welfare of society in the economic sector and improve the environmental conditions of the Jakarta Bay area which the state always tries to present itself with resistance from the affected communities. The limitation of the periodization in this study in 2016-2019 is because in this period the issue of reclamation is being discussed in the public and there is a Regional Head Election (Pilkada). The results of this study indicate that the government has issued a policy discourse in favor of the community at each period but has different paradigms of the reclamation project and has no effect on the sustainability of the reclamation project. However, the discourse that the government was trying to bring about was met with resistance where the people did not feel prosperous with what the government was doing. Pilkada which is the arena of contestation also proves that the discourse that is rolled out can influence the community for electoral interests. So, whatever the discourse is rolling, the reclamation policy will continue to run.
