Tahapan penyusunan dan penetapan daftar pemilih menjadi bagian penting dalam pemilu serentak 2019 dan merupakan peran sentral dalam demokrasi. Tahap penyusunan dan penetapan daftar pemilih menjadi masalah krusial karena tahap ini merupakan bentuk penjaminan atas hak warga negara untuk berpartisipasi menggunakan suaranya, adapun dalam pelaksanaan dan hasilnya daftar pemilih yang dihasilkan kurang maksimal dan mendapatkan kritikan dari berbagai pihak. Tahapan tersebut tentunya tidak lepas dari bagaimana mekanisme dan relasi antar aktor dalam penyusunan daftar pemilih di Kota Yogyakarta. Hal tersebut yang mendasari penulis untuk melakukan penulisan terkait mekanisme dan relasi antar aktor dalam penyusunan daftar pemilih dalam Pemilu Serentak 2019 di Kota Yogyakarta. Kajian tulis ini mencoba mengelaborasi berbagai konsep mengenai mekanisme penyusunan daftar pemilih dan juga relasi dan peran antar aktor dalam penyusunan daftar pemilih untuk membingkai kasus atau praktik penyusunan daftar pemilih pemilu 2019 di Kota Yogyakarta. Penelitian ini bertujuan untuk melihat bagaimana proses atau mekanisme yang dilakukan oleh KPU Kota Yogyakarta pada tahap pelaksanaan pemilu yaitu pada penyusunan daftar pemilih Pemilu Serentak Tahun 2019 sehingga permasalahan daftar pemilih tidak signifikan. Kedua, bertujuan untuk mengidentifikasi bagaimana peran atau relasi antar aktor terjadi saat penyusunan daftar pemilih pada Pemilu Kota Yogyakarta tahun 2019 sehingga permasalahan daftar pemilih tidak signifikan. Beberapa penemuan dalam penelitian ini menunjukkan bahwa permasalah daftar pemilih di Kota Yogyakarta yang tidak signifikan merupakan hasil dari mekanisme dan relasi aktor baik secara internal maupun antar aktor dalam proses penyusunan daftar pemilih. Dalam mekanisme penyusunan daftar pemilih, prinsip Cost-effectiveness belum terpenuhi. Namun, mekanisme penyusunan daftar pemilih di Kota Yogyakarta telah memenuhi prinsip dasar menurut IFES yang lain. Sedangkan dalam relasi aktor baik secara internal maupun antar aktor membentuk proses asosiatif lebih tepatnya membentuk relasi kerja sama. Praktik mekanisme dan relasi aktor dalam penyusunan daftar pemilih di Kota Yogyakarta mampu menekan permasalahan daftar pemilih menjadi tidak signifikan. Koordinasi dan relasi yang dilakukan dalam internal KPU Kota Yogyakarta dan relasi dengan instansi lain terutama Pemerintah Kota Yogyakarta mampu menekan permasalahan daftar pemilih. Mekanisme dan relasi aktor dalam proses penyusunan daftar pemilih dapat diterapakan dalam penyusunan daftar pemilih di daerah lain dalam tahap pemilu.

The stages of compiling and determining the voter list are important parts of the 2019 elections and the central role in the democracy. The stages of compiling and determining the voter list are crucial issues since they cover guaranteeing the rights of citizens to use their votes. However, the implementation and results of the voter lists were not optimal and received criticism from various parties. It is obvious that these stages are related with the mechanisms and relationships between actors in the preparation of voter lists in Yogyakarta. This issue made the author came out with an idea to wrote the mechanisms and relationships between actors in compiling voter lists of The 2019 Election in Yogyakarta City. This study tries to elaborate various concepts regarding the mechanism, relationships, and roles between actors in the compiling of voter list to focus on the cases or the practice of compiling the 2019 election voter list in Yogyakarta. This study aims to see how the process or mechanism carried out by KPU of Yogyakarta on the implementation of the election which is the compiling of the 2019 Election voter list therefore the problem that emerge is not significant. Moreover, it also aims to identify how the roles or relationships between actors occur when the voter list is compiled in the 2019 Election of Yogyakarta therefore the problem that emerge is not significant. The findings of this study indicate that the issue of insignificant voter list in Yogyakarta is the result of the mechanism and actor relations, both internally or between actors, in compiling process of the voter list. In the voter list compiling mechanism, the cost-effectiveness principle has not been fulfilled. However, the voter list compiling mechanism in Yogyakarta City has fulfilled the basic principles according to other IFES. Meanwhile, in actor relations, both internally and between actors, forms an associative process in forming a cooperative relationship. The practice of mechanism and actor relations in compiling voter list in Yogyakarta was able to suppressed the problem to become insignificant. Coordination and relations carried out internally by KPU of Yogyakarta and relations with other agencies, especially the Yogyakarta Government, were able to suppress the problem of voter list. The mechanisms and actor relations in compiling process of the voter list could be applied in the compiling of voter lists in other regions during the election.
