Berbagai sistem informasi dibuat oleh lembaga pemerintah, tetapi permasalahan interoperabilitas sistem dan keterbukaan data sampai saat ini masih menjadi kendala yang belum sepenuhnya terselesaikan. Termasuk di dalamnya adalah Sistem Informasi Desa, sistem informasi skala mikro tetapi sangat krusial karena menjadi ujung tombak di skala birokrasi terkecil. Beberapa desa sudah berinisiatif menggunakan dan mengimplementasikan Sistem Informasi Desa tetapi tingkat keterbukaan dan saling-silang operasi antar sistem masih sangat rendah. Oleh karena itu, meskipun sudah tersedia, tingkat sebaran, regulasi, standardisasi, dan pola pengembangan sistem berjalan, Sistem Informasi Desa kurang mampu mengakomodir pengembangan untuk konsep open government data. Tujuan penelitian ini adalah mengembangkan sistem penengah berbasis open government data yang mampu menjembatani Sistem Informasi Desa. Sistem ini diuji oleh KPDT Bantul, Infest dan Combine Resource Institution. Implementasi sistem penengah untuk SID dan Mitradesa dievaluasi oleh pihak yang berkepentingan dan berkompetensi di bidang tersebut. Hasil dari penelitian ini data antar-penduduk di berbagai desa bisa diatasi karena keterbukaan dengan konsep open government data, berbasis akar rumput(bottom up movement) dan penelitian ini bisa menjadi rujukan dan pertimbangan dalam pengembangan Sistem Informasi Desa berbasis open government data selanjutnya.

A wide number of information systems built by government institutions. It has been helped various problem but the main problem about interoperability system and open data is still become an obstacle that has not been fully resolved. This problem is included in Rural Information System, a micro-scale system but crucial for spearheading at the tiniest scale bureaucracy. Some villages have already initiated for use and implement the Rural Information System but the level of transparency and cross-linked operations between systems are still low. Development of Rural Information System is less adequate for open-data government concept even if the Rural Information System distribution stage, regulation, standardization and also development pattern is already available. Purpose of research is to develop a middle-base open-data government system which capable become a bridge for Rural Information System. This system has been testified by KPDT Bantul, Infest and Combine Resource Institution. Implementation middle-system for SID and Mitradesa has been evaluated by concerned and competent people in their field. Result of this research is that citizen data in various village could resolved by transparency government data, bottom-up movement system. This research should put as a reference and consideration for next development Rural Information System open-data government based.
