Pemetaan Kompetensi Penyusunan Dokumen Performance Standard

ABSTRAKSI Performance standard disusun berbagai keahlian. Setiap individu mendefinisikan keandalan foam system berdasarkan kompetensi masing-masing. Penyusunan performance standar berpotensi terjadi kesalahan mengambil keputusan. Keputusan yang salah disebabkan setiap orang memiliki perspektif masing-masing tentang keandalan SCE. Setiap individu mendefinisikan kriteria keandalan sesuai dengan bidang keahliannya, pengalaman dan pengetahuan. Penelitian ini bertujuan mengidentifikasi pengaruh pengambilan keputusan dan pengalaman kerja terhadap kompetensi penyusunan performance standard. Penelitian ini dilakukan dengan mengumpulkan pendapat yang melibatkan 60 orang responden yang terbagi 3 jenis praktisi HSE. Responden adalah praktisi HSE migas, HSE umum dan HSE konstruksi dengan lama kerja 1-25 tahun. Penelitian ini terdiri dua tahap. Tahap pertama penelitian yaitu uji korelasi menggunakan SEM PLS untuk mengidentifikasi hubungan antar variabel. SEM-PLS adalah metode pengujian korelasi variabel yang kompleks. Tahap kedua penelitian yaitu pemetaan kompetensi menggunakan cluster analysis. Pemetaan kompetensi adalah proses kualifikasi keahlian yang dibutuhkan untuk menyusun performance standard. Sedangkan instrumen penelitian menggunakan kuesioner dan lembar checklist. Hasil uji korelasi menggunakan SEM PLS dan tingkat keyakinan 95% diperoleh hasil sebagai berikut: aturan keputusan berpengaruh signifikan terhadap kompetensi penyusunan performance standard (1,849 > t tabel). Unsur-unsur pengambilan keputusan yang lain yaitu percaya diri, konsistensi penilaian, dan kemampuan estimasi kejadian tidak berpengaruh signifikan. Uji lanjut menunjukan lama kerja berpengaruh signifikan terhadap penyusunan performance standar (1,972 > t tabel). Sedangkan usia tidak berpengaruh signifikan. Lama kerja dan usia adalah unsur-unsur pengalaman kerja. Hasil pemetaan menunjukkan kompetensi yang dibutuhkan untuk menyusun performance standard adalah kemampuan skill dan lama kerja minimal 3 tahun. Penyusunan reliability membutuhkan kompetensi yang paling banyak daripada functionality, availability dan survivability. Sedangkan proses verifikasi membutuhkan keahlian expert dan menguasai semua kompetensi.

ABSTRACT Performance standards are compiled by various skills. Each individual defines the reliability of a foam system based on their respective competencies. The preparation of standard performance has the potential for errors in making decisions. Wrong decisions because everyone has their own perspective on the reliability of SCE. Each individual defines reliability criteria according to his / her area of expertise, experience and knowledge. This study aims to identify the effect of decision making and work experience on the competence of compiling performance standards. This research was conducted by collecting opinions involving 60 respondents divided into 3 types of HSE practitioners. Respondents were practitioners of oil and gas HSE, general HSE and construction HSE with a working length of 1 - 25 years. This research consists of two stages. The first stage of the research is the correlation test using SEM PLS to identify the relationship between variables. SEM-PLS is a complex variable correlation testing method. The second stage of the research is competency mapping using cluster analysis. Competency mapping is a process of qualifying the skills needed to compile performance standards. While the research instrument used a questionnaire andsheet checklist. The results of the correlation test using SEM PLS and the 95% confidence level obtained the following results: decision rules have a significant effect on the competence of compiling performance standards (1.849> t table). Other elements of decision making, namely self-confidence, consistency of judgment, and ability to estimate events, did not have a significant effect. The follow-up test shows that the length of work has a significant effect on the preparation of standard performance (1,972> t table). Meanwhile, age does not have a significant effect. Length of work and age are elements of work experience. The results of the mapping show that the competencies needed to compile performance standards are abilities, skill and a minimum length of work of 3 years. Compilation of reliability requires the most competencies of functionality, availability and survivability. Meanwhile, the verification process requires expertise and mastering all competencies.
