ANALISIS PENENTUAN PRIORITAS PROGRAM PENANGANAN JALAN PROVINSI (Studi Kasus: Jalan Provinsi di Provinsi Kalimantan Barat)

Jalan merupakan langkah pertama suatu wilayah dapat berkembang, karena memperlancar distribusi barang dan jasa sehingga mampu meningkatkan kesejahteraan hidup bagi masyarakat di wilayah yang dilewati atau dihubungkan oleh jalan tersebut. Permasalahan dana merupakan kendala dalam pembangunan jalan, karena dana yang dimiliki oleh Pemerintah tidak sebanding dengan panjang jalan yang ditangani sehingga perlu adanya penentuan kriteria yang komprehensif dalam penentuan prioritas program penanganan jalan agar penyelenggaraan jalan dengan dana terbatas dapat memberikan hasil yang optimal. Penelitian ini menggunakan metode Importance Performance Analysis (IPA) untuk memetakan 45 subkriteria berdasarkan tingkat kepentingan dan penerapan yang dilakukan terhadap 156 responden dari kelompok Pemerintah dan masyarakat yang wilayah kerjanya berada di Provinsi Kalimantan Barat. Hasil pemetaan dianalisis dengan metode Structural Equation Modeling (SEM) untuk mengetahui pembobotan dari masing-masing subkriteria dan kriteria. Hasil dari pembobotan divalidasi oleh 7 responden dari kelompok Pemerintah dan masyarakat dengan metode Delphi. Bobot hasil validasi diuji coba terhadap usulan program penanganan jalan tahun anggaran 2019 dan dibandingkan dengan program yang dilaksanakan. Hasil penelitian menunjukkan bobot kriteria penentuan prioritas program penanganan jalan provinsi di Provinsi Kalimantan Barat adalah readiness criteria sebesar 40% dan multi criteria sebesar 60%. Kriteria kebutuhan pada multi criteria, yaitu teknis sebesar 38%, spasial, ekonomi dan lingkungan sebesar 35%, sosial dan politik, pertahanan, keamanan sebesar 27%. Hasil uji coba menunjukkan penilaian hasil penelitian lebih optimal dibandingkan dengan program 2019, dengan selisih nilai rata-rata readiness criteria sebesar 27,79, multi criteria sebesar 109,41, teknis sebesar 3,51, spasial, ekonomi dan lingkungan sebesar 5,82, sosial dan politik, pertahanan dan keamanan sebesar 2,16.

Road is a first step for an area to develop, because road can facilitates the distribution of goods and services to improve the welfare of the people in the area that are traversed or connected by the road. Funding problem is a common problem that becomes an obstacle in road construction, this is because the goverment's funds are not proportional to the length of the road that handled, so there is a need to determine comprehensive criteria in determining the priority of the road handling program to optimized the result from implementation of the road with limited funds. This study using the Importance Performance Analysis (IPA) method to map 45 sub-criteria based on the level of importance and implementation of 156 respondents from government and community groups whose working areas are in West Kalimantan Province. Mapping results analyzed using the Structural Equation Modeling (SEM) method to determine the weighting of each sub-criteria and criteria. The weighting were validated by 7 respondents from government and community groups using the Delphi method. The validation results were tested on the proposed road handling program for the 2019 fiscal year and compared with the ongoing program. The results of this study indicate that the weighting of the criteria for determining the priority of provincial road handling programs in West Kalimantan Province ibased on the results of validation are, readiness criteria 40%, multi criteria 60%, technical criteria 38%, spatial, economic and environmental criteria 35%, social, political and defense security 27%. The trial results show that the assessment of research results is more optimal compared to the 2019 program, with the difference in the average value of readiness criteria of 20.64 multi criteria of 116.5, technical criteria of 7.96, spatial, economic and environmental criteria of 9.13, social and political, defense and security criteria are 3.47%.
