ANALISIS KESIAPAN PENERAPAN REKAM MEDIS ELEKTRONIK (RME) MENGGUNAKAN DOCTOR'S OFFICE QUALITY INFORMATION TECHNOLOGY (DOQ-IT) DI RUMAH SAKIT MEKAR SARI KOTA BEKASI

Latar belakang: Rumah Sakit Mekar Sari memiliki rencana menerapkan rekam medis elektronik pada tahun 2021, namun sebelum dilakukan penerapan rekam medis elektronik sebaiknya dilakukan analisis kesiapan penerapan rekam medis elektronik supaya bisa terimplementasi secara optimal. Untuk itu diperlukan analisis kesiapan penerapan rekam medis elektronik. Tujuan: Penelitian ini bertujuan untuk mengetahui kesiapan sumber daya manusia, budaya kerja organisasi, tata kelola kepemimpinan, dan infrastruktur dalam menerapkan rekam medis elektronik di Rumah Sakit Mekar Sari. Metode: Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif, menggunakan rancangan studi kasus. Teknik pengumpulan data dengan wawancara mendalam dan observasi. Dalam penelitian ini menggunakan subjek penelitian yaitu para pengambil keputusan dan pengguna rekam medis elektronik. Untuk objek yang diamati yaitu kesiapan penerapan rekam medis elektronik di Rumah Sakit Mekar Sari. Penelitian ini dilakukan di Rumah Sakit Mekar Sari mulai tanggal 17 Februari 2020 sampai 12 juni 2020. Hasil: Kesiapan penerapan rekam medis elektronik di Rumah Sakit Mekar Sari berdasarkan sumber daya manusia berada pada range II, mengindikasikan bahwa petugas belum mengetahui rekam medis elektronik secara detail. Budaya kerja organisasi berada pada range II, mengindikasikan bahwa sudah memahami tentang perubahan budaya kerja organisasi bila rekam medis elektronik ini diterapkan. Tata kelola kepemimpinan berada pada range II, mengindikasikan bahwa sudah memahami nilai rekam medis elektronik terkait strategi dan dukungan manajemen TI. Infrastruktur berada pada range II, mengindikasikan bahwa infrastruktur teknologi informasi maupun anggaran penerapan rekam medis elektronik sudah cukup siap. Diperlukan tambahan komputer hingga semua unit dan poliklinik terdapat komputer. Kesimpulan: Secara keseluruhan, kesiapan Rumah Sakit Mekar Sari dalam penerapan rekam medis elektronik berada pada range II. Hal ini menunjukkan bahwa ada kemampuan yang baik dibeberapa komponen ada pula kelemahan dibeberapa komponen. Sehingga diperlukan identifikasi dan pengawasan lebih lanjut pada komponen yang lemah, agar implementasi berjalan dengan baik. Kata Kunci: DOQ-IT, Kesiapan, Rekam Medis Elektronik.

Background: Mekar Sari Hospital has a plan to implement electronic medical records in 2021, but before the application of electronic medical records, it is better to analyze the readiness of the application of electronic medical records so that they can be implemented optimally. Therefore, it requires an analysis of the readiness for the application of electronic medical records. Objective: This study aims to determine the readiness of human resources, organizational work culture, leadership governance, and infrastructure in implementing electronic medical records at Mekar Sari Hospital. Method: This type of this research is descriptive with a qualitative approach, using a case study design. Data collection techniques with in-depth interviews and observation. Subjects In this research were decision makers and users of electronic medical records. The object that being observed is readiness of the application of electronic medical records at Mekar Sari Hospital. This research was conducted at Mekar Sari Hospital from 17 February 2020 to 12 June 2020. Results: Readiness of the application of electronic medical records at Mekar Sari Hospital based on human resources is in range II, indicating that the officers do not know the electronic medical records in detail. Organizational work culture is in range II, indicating that it already understands about changes in organizational work culture when this electronic medical record is applied. Leadership governance is in range II, indicating that it already understands the value of electronic medical records related to IT management strategy and support. Infrastructure is in range II, indicating that the information technology infrastructure and budget for the application of electronic medical records are quite ready. An additional computer is required until all units and polyclinics have a computer. Conclusion: Overall, the readiness of Mekar Sari Hospital in the application of electronic medical records is in range II. This shows that there are good abilities in some components and weaknesses in some components. So that further identification and supervision of weak components is needed, so that the implementation goes well. Keywords: DOQ-IT, Readiness, Electronic Medical Records.
