PERSEPSI MASYARAKAT TENTANG KAWASAN CAGAR ALAM PULAU SEMPU PASCA EVALUASI KESESUAIAN FUNGSI

Cagar Alam Pulau Sempu telah ditetapkan sebagai kawasan yang dilindungi sejak 1928, kemudian ditunjuk sebagai Cagar Alam sesuai Surat Keputusan No.395/Menhut-II/2011. Cagar Alam menurut Undang-Undang Nomor 41 tahun 1999 tentang Kehutanan tidak diperbolehkan untuk dilakukan aktivitas pemanfaatan. Aktivitas wisata di Pulau Sempu yang meningkat dari tahun 2009-2014 mendorong masyarakat untuk mengusulkan sebagian kawasan Pulau Sempu sebagai kawasan wisata yang legal yang kemudian ditanggapi melalui pengusulan perubahan fungsi sebagian Kawasan Cagar Alam Pulau Sempu oleh Kepala Balai Besar Konservasi Sumber Daya Alam Jawa Timur pada tahun 2016. Evaluasi kesesuaian fungsi di Cagar Alam Pulau Sempu pada tahun 2017 dan hasilnya mempertahankan Pulau Sempu sebagai Cagar Alam. Tujuan dari penelitian ini yaitu mengetahui persepsi masyarakat tentang kawasan Cagar Alam Pulau Sempu pasca evaluasi kesesuaian fungsi dan respon masyarakat terhadap hasil evaluasi kesesuaian fungsi. Penelitian ini dilakukan pada bulan September-Oktober 2019 dan menggunakan metode observasi, dokumentasi, wawancara, dan studi pustaka serta instrumen penelitian berupa kuesioner terbuka dan tertutup. Responden yang diambil sebanyak 327 dari masyarakat Desa Tambakrejo dan ditentukan secara random sampling. Analisis data dengan analisis deskriptif dengan membuat persentase dari masing-masing pertanyaan serta tabulasi silang. Hasil penelitian ini memberi informasi terbaru mengenai persepsi masyarakat pasca evaluasi kesesuaian fungsi dan disimpulkan jika masyarakat Desa Tambakrejo saat ini secara umum mempersepsikan Pulau Sempu sebagai kawasan yang dilindungi. Namun, masih ada sebagian masyarakat memahami Pulau Sempu sebagai tempat wisata. Selain itu, respon masyarakat terhadap hasil Evaluasi Kesesuaian Fungsi di Cagar Alam Pulau Sempu secara umum setuju untuk penutupan kawasan dari kegiatan wisata.

Sempu Island Strict Nature Reserve has been designated as a protected area since 1928, then appointed as a Strict Nature Reserve in accordance with Decree No.395/Menhut-II/ 2011. According to Law Number 41 of 1999 concerning forestry, Strict Nature Reserves are not permitted for any activities besides research. Tourism activities on Sempu Island, which increased from 2009-2014, encouraged the community to propose a portion of Sempu Island as a legal tourism and then responded by the Head of the East Java Natural Resources Conservation through the proposal of function alteration upon some areas of Sempu Island Strict Nature Reserve in 2016. Status evaluation in the Sempu Island was held on 2017 and the result is to maintain Sempu Island as a Strict Nature Reserve. The aim of this study is to discover community perceptions towards Sempu Isand after the status evaluation and community�s response to the result of the status evaluation. This research was conducted in September-October 2019 by using observation, documentation, interview, and literature study methods with research instruments in the form of open and closed questionnaires. 327 respondents were taken from Tambakrejo Village community and were determined using random sampling. Data analysis was done using descriptive analysis by making a percentage of each question and cross tabulation. The result of this study provides the latest information on community perceptions after status evaluation and it is concluded that currently, the people of Tambakrejo Village generally perceive Sempu Island as a protected area. However, there are still some people who consider Sempu Island as a tourist destination. In addition, the community's response to the results of the status evaluation in Sempu Island predominantly is to agree to the closing of the area from tourism activities.
