Peran Aktor dalam Proses Pengambilan Keputusan Inovasi Corporate Farming di Kabupaten Bantul

Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode Sosial Network Analysis (SNA) dan analisis ego-centered network. Ego dalam penelitian ini adalah inovator dan ketua regu corporate farming. Hasil penelitian disajikan dalam sosiogram menggunakan software Pajek. Aktor yang terlibat dalam proses pengambilan keputusan inovasi corporate farming adalah ketua kelompok tani, pengurus, ketua regu, petani anggota, Dinas Pertanian Kabupaten Bantul, penyuluh wilayah setempat, dan stakeholder meliputi Tim Riset Fakultas Pertanian UGM, Bank Indonesia regional DIY, serta BPTP DIY. Tahap pengenalan dilakukan dalam pertemuan kelomok tani yang didominasi oleh Tim Riset Fakultas Pertanian UGM sebagai inovator. Tahap persuasi dilakukan dengan memberitahu keuntungan penerapan corporate farming dalam pertemuan kelompok tani yang dilakukan. Tahap keputusan dilakukan dengan memberikan arahan, pendampingan, dan dukungan finansial. Keputusan penerapan corporate farming berdasarkan kesepakatan kelompok. Tahap persuasi, tahap keputusan, dan tahap implementasi didominasi oleh ketua kelompok tani. Manajemen usaha tani yang dilakukan pada corporate farming sama dengan sistem pertanian secara individu. Perbedaannya terletak pada pengerjaan secara bersama, dan pengoptimalan penggunaan alsintan. Pada tahap konfirmasi, sebanyak 62% informan tidak sepakat dengan keberlanjutan penerapan corporate farming karena hasil produksi yang justru menurun drastis. Peran aktor sebagai liaison broker terdapat di semua tahapan. Gatekeeper broker dan consultant broker terdapat pada tahap pengenalan, tahap implementasi, dan tahap konfirmasi. Representative broker hanya terdapat pada tahap keputusan dan tahap implementasi, sedangkan coordinator broker tidak terdapat pada semua tahapan.
This study aims to 1) determine the decision making process of corporate farming innovation in Bantul 2) find out the role of actors in the decision making process of corporate farming innovation in Bantul. This study used a qualitative descriptive approach with the Social Network Analysis (SNA) method and ego-centered network analysis. The ego in this study were the innovator and chairman of the corporate farming team. The results of the study are presented in a sociogram using Pajek software. Actors involved in the decision making process of corporate farming innovation are the head of the farmer group, management, team leader, member farmers, Bantul Regency Agriculture Service, local extension agents, and stakeholders including the Research Team of Faculty of Agriculture Universitas Gadjah Mada, Regional Bank Indonesia in Yogyakarta, and BPTP (Institute for Agricultural Technology Assessment) of Yogyakarta. The introduction phase was carried out in a farmer group meeting dominated by Research Team of Faculty of Agriculture Universitas Gadjah Mada as an innovator. The persuasion phase is carried out by informing the benefits of implementing corporate farming in farmer group meetings. The decision phase is carried out by providing direction, assistance, and financial support. The decision to implement corporate farming was based on group agreement. The persuasion, the decision, and the implementation phase are dominated by the head of the farmer group. Farming management conducted by corporate farming is same as individual farming systems. The differences lies in working together and optimizing the use of agricultural machine. At the confirmation stage, as many as 62% of informants disagreed with the sustainability of the implementation of corporate farming because production results actually dropped dramatically. The role of the actor as a liaison broker is at all stages. Gatekeeper broker and consultant broker are available at the introduction, implementation, and confirmation stages. Representative brokers are only available at the decision and implementation stages, while the broker coordinator is not available at all stages.
