Analisis Kesiapan Penerapan Rekam Medis Elektronik (RME) di Rumah Sakit UNS

Latar belakang: Penerapan rekam medis elektronik dapat meningkatkan kualitas pelayanan dengan meningkatkan aksesibilitas rekam medis pasien, efektivitas dan efisiensi kinerja, serta meningkatkan tata kelola dan administrasi. Penilaian kesiapan sebelum implementasi sangat penting untuk mengevaluasi keberhasilan adopsi organisasi. Tujuan: Penelitian ini bertujuan untuk mengetahui kesiapan Rumah Sakit UNS dalam penerapan rekam medis elektronik dalam hal sumber daya manusia, infrastruktur TI, perencanaan dan kebijakan, alokasi anggaran, struktur organisasi, manajemen informasi, dan dukungan pemerintah. Metode: Penelitian ini menggunakan metode kualitatif dengan rancangan studi kasus deskriptif. Teknik pengumpulan data dilakukan di Rumah Sakit UNS pada bulan Februari hingga Maret 2020 dengan metode wawancara dan observasi. Penilaian kesiapan dilakukan dengan menggunakan instrumen CCCEAR (California Community Clinic EHR Assessment and Readiness) yang telah dimodifikasi. Subjek penelitian ini adalah petugas manajemen dan petugas rekam medis yang ditentukan dengan metode purposive sampling. Objek penelitian ini yaitu kesiapan penerapan rekam medis elektronik di Rumah Sakit UNS. Hasil: Kesiapan Rumah Sakit UNS dalam penerapan RME berada pada range II dengan hasil keseluruhan nilai yang didapatkan adalah 64 dari 100. Hasil tersebut sudah dibandingkan dengan hasil dari peneliti expert dengan nilai 58 dari 100 sehingga tidak jauh berbeda, masih dengan range dan interpretasi yang sama. Kesimpulan: Secara keseluruhan Rumah Sakit UNS cukup siap untuk bergerak menuju adopsi RME. Namun perlu dilakukan identifikasi terhadap kekuatan dalam setiap area penilaian untuk menentukan di area mana RME harus diprioritaskan. Selain itu, perlu dipertimbangkan untuk menginformasikan proses dan mengembangkan rencana yang lebih spesifik mengenai penerapan RME. Background: The application of electronic medical records can improve the quality of services by increasing the accessibility of patient medical records, effectiveness and efficiency of performance, and improving governance and administration. An assessment of readiness before implementation is very important to evaluate the success of the organization's adoption. Objective: This study aims to determine the readiness of the UNS Hospital in the application of electronic medical records in terms of human resources, IT infrastructure, planning and policy, budget allocation, organizational structure, information management, and government support. Methods: This study used a qualitative method with a descriptive case study design. Data collection techniques carried out at the UNS Hospital from February to March 2020 with the method of interview and observation. The readiness assessment was carried out using a modified CCCEAR (California Community Clinic EHR Assessment and Readiness) instrument. The subjects of this study were management officers and medical records officers who were determined by the purposive sampling method. The object of this study is the readiness for the application of electronic medical records at the UNS Hospital. Results: UNS Hospital Readiness in applying EMR is in range II with the overall results obtained are 64 out of 100. These results have been compared with results from expert researchers with a value of 58 out of 100 so that they are not much different, still with the same range and interpretation. Conclusion: Overall the UNS Hospital is quite ready to move towards adopting EMR. However, it is necessary to identify the strengths in each assessment area to determine in which areas the EMR should be prioritized. Besides, consideration should be given to informing the process and developing more specific plans regarding the application of EMR.
