EVALUASI PERUBAHAN PENGGUNAAN LAHAN PERKOTAAN PURWOKERTO TAHUN 2013-2019

Penggunaan lahan memiliki sifat dinamis, yang selalu berubah menurut ruang dan waktu. Jumlah penduduk yang terus meningkat menjadi salah satu faktor pendorong utama terjadinya perubahan penggunaan lahan di Perkotaan Purwokerto. Oleh karena itu, perlu dilakukan evaluasi perubahan penggunaan lahan di Perkotaan Purwokerto. Tujuan penelitian ini adalah untuk mengetahui tingkat perubahan penggunaan lahan di Perkotaan Purwokerto pada tahun 2013 sampai dengan 2019 dan mengetahui kesesuaian antara penggunaan lahan terhadap peruntukannya pada RDTR. Penelitian ini menggunakan metode OBIA (Object Based Image Analysis) untuk proses klasifikasi citra dan teknik overlay untuk analisis perubahan penggunaan lahan dan kesesuaian penggunaan lahan terhadap RDTR. Proses klasifikasi citra menghasilkan 25 kelas penggunaan lahan yang kemudian dilakukan uji klasifikasi menggunakan matriks konfusi. Nilai overall accuracy yang dihasilkan pada citra tahun 2013 sebesar 88% dan pada citra tahun 2019 sebesar 87,20%. Hasil akhir dari penelitian ini berupa peta, grafik, dan tabel. Secara keseluruhan, Perkotaan Purwokerto mengalami perubahan penggunaan lahan yang rendah yaitu 25,86% dari tahun 2013 sampai dengan tahun 2019. Perubahan penggunaan lahan terbesar terjadi pada lahan pertanian menjadi lahan permukiman yaitu seluas 766,16 Ha. Apabila dilihat dari cakupan kecamatan, luas perubahan penggunaan terbesar terjadi di Kecamatan Purwokerto Selatan yaitu sebesar 560,25 Ha, sedangkan luas perubahan penggunaan lahan terkecil terjadi di Kecamatan Baturraden yaitu sebesar 118,31 Ha. Adapun tingkat kesesuaian penggunaan lahan terhadap RDTR secara keseluruhan, yaitu sebesar 98,15%. Dari hasil tersebut menunjukan Perkotaan Purwokerto memiliki tingkat perubahan penggunaan lahan yang rendah dan tingkat kesesuaian penggunaan lahan yang tinggi.

Land use has dynamic properties, which are always changing according to space and time. The population continues to increase into one of the major factors of land use change in Purwokerto city. Therefore, it is necessary to evaluate land use change in Purwokerto city. The purpose of this research is to determine the rate of change of land use in the city of Purwokerto in 2013 to 2019 and to know the suitability between land use with the existing spatial plan (RDTR). This research uses an OBIA (Object Based Image Analysis) method for classification satellite imagery and overlay technique for analysis of land use and analysis suitability between agricultural land use and residential land use against the RDTR. The image classification process produces 26 land use classes. The accuracy of classification results was tested using the Confusion Matrix and produce an overall accuracy value of 88 % for 2013 and 87,20% for 2019. The final result of the study is a map, graph, and table. Purwokerto city has a low rate of land use change of 25,86% from 2013 to 2019. The largest change of land use occurred on plantation land to residential land of 766,16 hectares. When viewed from the subdistrict coverage, the largest usage change occurred in the subdistrict of Purwokerto Selatan of 560,25 Ha, while the size of the smallest land use change occurred in the subdistrict Baturraden of 118,31 Ha. The suitability of land use against RDTR as a whole, which amounted to 98,15%. These results show the city of Purwokerto has a low level of land-use change and the level of suitability of land use is high.
